Summary About the Position: Serves as a Budget Analyst and advisor for one or more major organizational elements of the activity. Plans, establishes, monitors and participates in the control and responsibility for the formulation, presentation, and execution of Project Manager (PM) programs involving life cycle program plans, assigned systems and equipment. Responsibilities Responsible for formulation, presentation, and execution of the annual operating budget. Plans, directs, and executes actions required to formulate, develop, coordinate and implement policies and guidelines governing the designated funding appropriation portion of major programs. Monitors the use, rate of expenditure and execution of the approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner. Responsible for execution of funds through General Fund Enterprise Business System (GFEBS) and Logistics Modernization Program (LMP). Maintain records of obligations and expenditures in database for assigned programs. Advises program managers and other interested parties on the status and availability of funds in different budget accounts and all aspects of the command and installation budget process which apply to their programs. Specialized Experience is defined as work that involves: (1) Executing funds for various financial programs (2) Preparing a variety of reports utilizing systems such as the General Fund Enterprise Business System (GFEBS) and (3) Providing guidance to management on funding requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selectee must meet Practitioner requirements for BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) certification within 60 months as of entrance on duty. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. You will be required to undergo background investigation leading to the successful adjudication of eligibility for a Secret security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
