Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:• Business Systems Analyst Trainee 1: Bachelor’s degree or higher.• Business Systems Analyst Trainee 2: A bachelor's degree or higher and one year of professional business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.• Journey Level Business Systems Analyst 1: A bachelor’s degree or higher and two years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Advanced placement to the trainee 2 or journey level may be possible depending on education and experience. Duties Description Under the direction of a Grade 23 or Grade 25, the incumbent will assist in the performance of the daily activities of the Technology Coordination Unit. Activities may include but are not limited to the following: • Develop business requirements and rules from subject matter experts for new processes and systems used by the Tax Department. • Create, validate, and maintain process documentation such as Business Process Documents and Detailed Design Documents, business rules, and additional specifications (including flow charts, process models and technical specifications). • Assist with the testing and implementation of new equipment/software; identify and report defects as needed. • Coordinate the department wide roll out of new equipment/software. • Maintain Department equipment inventories. • Collaborate with ITS to monitor the progression of projects, service requests and incidents to ensure processes are functioning efficiently. • Act as a contributor and administrator for the Department's Tech Advisor SharePoint site. • Address questions from Tax employees. When appropriate, ensure that help tickets are submitted and follow-up on issues to ensure timely resolution. • Prepare and review detailed instructions, training materials, and other documentation that will be used by department Help Desk Coordinators. • Demonstrate strong, professional, respectful communication skills, both verbally and in writing. • Comply with Office of Human Resource Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies, and procedures. • Adhere to the Department's time and attendance rules and regulations. Skills: Willingness to learn new computer technologies.Strong ability to use Microsoft Word Strong ability to use Microsoft Excel including advance formulas for data analysis.SharePoint Administrator skills Strong oral and written communications skills Ability to learn quickly.Ability to handle multiple priorities.
