No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:Non-Competitive Qualifications for appointment under the NYHELPS Program:For appointment to the BUSINESS SYSTEMS ANALYST TRAINEE 1 (equated to SG-14), you must have: A Bachelor’s or higher degree.For appointment to the BUSINESS SYSTEMS ANALYST TRAINEE 2 (equated to SG-16), you must have: A Bachelor’s or higher degree AND ONE year of professional experience as described below.For appointment to the BUSINESS SYSTEMS ANALYST 1 (full journey level, SG-18), you must have: A Bachelor’s or higher degree AND TWO years of professional experience as described below.*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:• Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.The following activities are NOT considered qualifying experience:• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.• Development of instructional materials and classroom training.• Help desk duties including troubleshooting, resolving user issues, and providing customer service.Competitive Minimum Qualifications:You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.TransfersFor 70.1, 52.6, or 70.4 transfer to a Business Systems Analyst 1, salary grade (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications.To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: Career Mobility Office » GOT-IT (ny.gov)Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.55-b/c: This position may be designated 55 b/c and is subject to verification of applicant eligibility.For more information on this program, please visit the NYS Department of Civil Service website, 55b/c Recruitment Resources Center (ny.gov)
Duties Description Business Analysis • Elicit requirements from subject matter experts and employ appropriate elicitation techniques (interviews, focus groups, surveys etc.) to document functional and system requirements.• Compose business analysis documentation such as flow charts, process models and use cases describing “as is” or “to be” IT systems or business processes.• Work with appropriate CIO, vendor and OUF staff and stakeholders to prioritize requirements.• Draft functional system requirements for use by programming staff in system design.• Transition the requirements to the developers and help confirm a clear and complete understanding of the requirements.Change Management• Lead and facilitate change management activities to implement new business processes.• Participate in fit/gap analysis activities and workshops designed to elicit current and alternative business processes.• Elicit test cases/scenarios from subject matter experts and create scripts for users to follow during system testing.• Participate in systems testing and confirm the results are consistent with the system or business process specifications.• Participate in knowledge transfer projects.• Develop training and user support materials (such as system documentation and procedure manuals etc.).• Serve as a power user and conduct user training.
Additional Comments Knowledge, Skills, and Abilities: • Demonstrated experience in requirements gathering and business analysis documentation.• Familiar with established change management approaches and techniques and experience with successful implementation of significant changes to programs or processes. • Stakeholder Relations: ability to demonstrate exceptional, value-added service to internal and external customers.• Ability to work in a dynamic team environment and demonstrate flexibility and adaptability.• Excellent communication skills and experience in conducting presentations.Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
