Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description Employee Benefits has the lead role for administering the New York State Health Insurance Program (NYSHIP), one of the largest public employer health insurance programs in the nation covering more than 1.2 million lives. This position will play an important role in ensuring the continued success of the comprehensive health insurance programs. The incumbent of this position will be located in the Program Administration Unit (PAU) and will be responsible for the following duties:• Participating in the administration of the New York State Health Insurance Program (NYSHIP) by providing guidance, instruction, assistance, and information to client agencies and enrollees verbally and in written form. This includes responding to inquiries regarding law, regulations, policy and administration of NYSHIP, as well as benefit and claims assistance.• Review and prepare NYSHIP plan materials and provide training on this information. This may include presenting in person or virtually to State employees and employees of local government agencies that participate in NYSHIP.• Using developed metrics and reporting to ensure unit workflow is meeting minimum standards and developing strategies to improve staff performance.• Providing analysis of prepared monthly narrative and statistical reports to assist management decision making.• Testing and providing feedback of the New York Benefits Eligibility and Accounting System (NYBEAS) changes.
