Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Promotion:One year of permanent competitive or 55-b/55-c service as an: Engineering Technician, Environmental Engineering Technician 2, Senior Engineering Technician, or Senior Engineering Technician (Soils).Open-Competitive:Either 1. an associate's degree in engineering, engineering technology, construction technology, architecture, or architectural technology;Or 2. a certificate in computer-aided drafting issued by a regionally accredited college or university AND one year of specialized drafting experience on civil engineering projects;Or 3. two years of drafting experience including at least one year of specialized drafting experience on civil engineering projects.*Certificates from a Trade or Technical school will be accepted only if it is from an institution that is regionally accredited or recognized by the NYS Department of Education. Duties Description These positions will be located in one of the 5 bureaus in the Office of Design (Rail Projects Group, Design, Design Mapping and Automation, Design Consultant Management, and/or Design Quality Assurance Bureau).Duties may include, but are not limited to the following:• Prepare CADD drawings for highway and bridge projects• Prepare presentation plans for public meetings and reports• Perform calculations and prepare tables for highway and bridge projects• Assist with the development of the engineer’s estimate• Assist in the gathering and compilation of site data for highway and bridge projects• Review plans prepared by the Design Section for compliance with CADD standards• Assist staff within the section with CADD related issues• Other assignments to address office needsSpecific program assignments and duties can be discussed further at time of interview.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
