National Nuclear Security Administration Emergency Managment Specialist in Albuquerque, New Mexico

Summary The Office of Continuity Programs and Mission Resilience, NA-43 is seeking an Emergency Management Specialist who will develop, lead, and participate in independent COOP and Emergency Preparedness studies, testing events, trainings, and exercises. Responsibilities As an Emergency Management Specialist, you will: Collaborate with internal and external stakeholders having Continuity of Operations (COOP) and Emergency Preparedness management programs to ensure DOE is compliant with existing Interagency and White House policy and requirements and maintains a cooperative approach to issue resolution. Collaborate with the Office of Preparedness, assess and validates the effectiveness of DOE/NNSA's continuity of operations policies, plans, capabilities, contractor performance and training as a component of the overall Emergency Management System and Enterprise. Be Responsible for the development, implementation and execution of the Continuity of Operations, Continuity of Government and Devolution plans, strategies, policies, trainings, and exercises for the Department. Requirements Conditions of Employment Subject to Random Drug Testing Must pass a pre-employment drug test. Favorable suitability determination required. Financial Disclosure is required. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, GS-12. Specialized experience for this position is defined as developing and implementing short- and long-range plans and strategies directly involving the research and development of training in support of emergency programs. Examples of Specialized Experience: 1. I have one full year of specialized experience equivalent in responsibility and scope to the NQ-2 pay band or GS-12 level as described above as well as in the vacancy announcement under specialized experience requirements. Examples of Specialized Experience:1. Experience participating in the planning and/or implanting of a comprehensive emergency management training program.2. Experience applying advanced emergency management principles and related directives, policies, regulations, procedures, and methods.3. Experience conducting evaluations and reviews by assigning tasks and determining project goals and objectives specifically related to an emergency management training program."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement. Education There is no substitution of education for experience at the GS-13 level.
