Summary

Director Broadband Compliance & Controls holds both leadership and management roles. It is a highly visible role, responsible for the overall regulatory governance and program controls function by providing leadership, coordination, and management of the regulatory and finance processes and functions for NANA Regional Broadband Network (NRBN). This position is responsible for various methods and best practices, improving the overall portfolio management maturity across the organization, and tracking and reporting the conformance and compliance to plans and expectations of all initiatives.

Essential Duties and Responsibilities

§Collaborate and connect across the business on compliance, financial, and regulatory matters.

§Ascertain compliance with local, state, and federal regulations.

§Review, organize, and implement compliance policies and procedures.

§Oversee and implement global training on key policies, with support from the in-house Training team.

§Monitor applicable state and federal laws, decisional law across applicable jurisdictions, and industry publications.

§Act as a compliance champion across the business, supporting education around policies, processes, and procedures.

§Support ensuring compliance with key regulatory and contractual requirements.

§Liaise with internal stakeholders such as sales, operations, finance, and product to ensure compliance with policies.

§Direct, monitor, NRBN financial operations, including their administration, planning, and communications.

§Maintain sound fiscal policy, effective financial controls, and institutional budgeting.

§Prepares monthly/ annual budget requests.

§Maintain budgetary and financial procedures for NRBN; Develop and maintain a comprehensive monthly reporting system resulting in accurate budgetary operations.

§Maintain strong internal controls in business operations of NRBN.

§Ensures fixed assets are accounted for, recorded, maintained, and disposed of as needed.

§Prepare revenue projections and analysis.

§Provide leadership to ensure assigned staff successfully achieves Company goals and objectives.

§Organize programs and activities in accordance with the mission and goals of the organization.

§Develop new programs to support the strategic direction of the organization.

§Define and develop metrics to measure key indicators including value, efficiency, and effectiveness.

§Transitioning projects/services into on-going operational modes

§Construct creative and professional organization and enterprise-wide presentations.

§Work with executive leadership to frame and develop program-level strategic plans to capture short- and long-term projects and continuous improvement activities.

§Establish and maintain relationships with vendors.

§Support management team in defining, collecting, and reporting telecommunications system and project/program metrics.

§Organize data to represent key measures of progress and performance for presentation to multiple levels of the Organization.

§Must be able and willing to travel, as required, to job sites which may include the use of small airplanes and boats.

§Must be able to perform other duties as assigned.

Qualifications

Minimum Requirements

§Education and/or experience equivalent to a Bachelors Degree required, Masters Degree preferred and twenty-five years’ experience in the telecommunications industry. Or an equivalent combination of education and experience.

§Must be legally employable by any employer in the United States and not require sponsorship.

§Proven ability to influence and lead cross-functional teams in an environment of competing interests and limited resources.

§Portfolio, Program and Project Management skills and experience, plus significant knowledge of project planning tools with evidence of practical application.

§Strategic mindset to evolve an organization focused on portfolio, program, and project management and continuous improvement.

§Ability to work in a fast-paced environment and anticipate the needs of a changing landscape.

§Ability to articulate, drive, and ensure process standardization and adoption of best practices.

§Demonstrated experience in financial management principles.

§A distinctive blend of business, program, financial and communication skills (This is a highly visible position with substantial impact, including influencing and forming relationships with a wide range of partners including senior and executive management).

§Leadership: Successfully manage different styles of employees; Provide clear direction and effective coaching.

§Strong business acumen and experience working in a high growth, fast-paced, multi-product environment.

§Ability to translate business strategy into functional/operational plans and apply knowledge to the critical components of the function required.

§Expert problem-solving skills and the ability to work collaboratively with other departments to resolve complex issues with innovative solutions.

§Strong knowledge of Excel and highly skilled in PowerPoint and MS Project.

§Valid driver’s license required.

Working Conditions and Physical Requirements

Noise level: The noise level in the work environment is usually moderate, however at times, it may contain loud noise levels.

Description of environment: Office building with standard office environment. While performing the duties of this job, the employee is occasionally exposed to the risk of electrical shock.

Physical requirements: Employee is required to frequently lift and/or move up to 50 lbs, and occasionally lift and/or move up to 100 lbs. Frequently required to sit, stand, walk, use hands/fingers to handle or feel, climb, stoop, kneel, crouch or crawl, talk/hear, see, taste/smell, and carry weight/lift.

Travel: Yes. Must be able and willing to travel up to 20% of the time, to job sites which may include the use of small airplanes and boats.
