Koniag Professional Services is looking for a professional Project Manager to be part of a team that will be charged with meeting or exceeding the needs of a government client. The Project Manager (PM) will have overall responsibility for the contract activities: planning, organizing, directing, controlling, staffing, and reporting status, deliverables and schedules to the Government.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Lead and manage the Contract Planning, Administration & Execution Support workstream.

  • Performs analysis of current customer mission requirements, and current business processes, tools, and technologies to identify and document improvements to optimize customer productivity and customer satisfaction.

  • Understanding of the development and administration of BPA, T&M, Labor Hour, Fixed Price, Cost Reimbursable/Award Fee type Subcontracts, Non-disclosure Agreements and Teaming Agreements consistent with government client requirements in accordance with contract requirements, review and interpretation of FAR/DFAR procurement policies and procedures.

  • Coordinate, develop, and produce contract documentation such as subcontracts, NDA and TA agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations and certifications and correspondence.

  • Provide contracting support element, coordinating pre-award contract proposal functions and help support decisions regarding contract management approach with supervision, and coordinate the contract proposal process.

  • Support post-award subcontract management, ensuring compliance with required performance criteria and create and implement effective acquisition strategies.

  • Advise management of potential improvements or new approaches.

  • Effective Customer Service and management skills/capabilities; including a demonstrated ability to work cross-functionally (internally) and/or externally.

  • Ensure contract requirements are met, monitor cost status, assist in cost management, and coordinate issue resolution with customers.

  • Interface and coordinate with contractor/subcontractor, intercompany, interdepartmental, and internal department personnel.

  • Serves as a resource for team members and clients. Helps to ensure an effective and positive work environment by establishing and maintaining cooperative working relationships.

  • Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

  • Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.

  • Perform all other position related duties as assigned or requested.

Education:

  • Bachelor’s degree with eight (8) or more years of relevant experience in an Enterprise software development environment, certifications must be achieved within three (3) months after contract award:

  • Project Management Institute (PMI) Project Management Professional (PMP) certification

Work Experience, Knowledge, Skills & Abilities:

  • Project Management experience in an Agile Software Development environment, including methodologies related to software lifecycle management.

  • Technically competent with Microsoft Project

  • Experience with requirements tools and tracking (e.g. JIRA)

  • Experience leading multiple teams consisting of project managers, technical leads, and business analysts to execute tasks with independent release schedules.

  • Experience defining all project activities and milestones required to meet objectives and deliverables, properly sequencing tasks and estimating effort with project team members doing the work, determining the critical path, and leveling the project schedule.

  • Experience monitoring program execution to identify obstacles and deviations from plan and takes corrective action as needed.

  • Experience conducting continuous risk assessment and management including developing measures to reduce risk in program execution.

  • Experience developing metrics and reports for tracking program execution.

  • Experience with contract management, budgeting, and resource allocation, including management of subcontractor personnel.

  • Proficient in development of plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues.

  • Experience with all aspects of configuration management planning including configuration identification, change control, configuration status accounting, configuration audits, configuration documentation.

  • Must exhibit critical soft skills including:

  • Excellent active listening and verbal communication skills

  • Strong business writing ability

  • Flexible and adaptable attitude

  • Can conform to shifting priorities, demands, and timelines.

  • Ability to elicit cooperation from a wide variety of stakeholders.

  • Ability to discuss technical issues with non-technical, executive-level government officials.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
