Team (Project) Introduction HBA (Heuristic Behavior Analytics) is a significant part of VAs overall defensive security strategy. The project will provide a tool and sensor baseline to support continual heuristic analysis of behaviors to identify anomalies by defining normal baselines of behavior and traffic patterns. HBA will also provide comprehensive visibility into data and traffic throughout the network. Successful implementation of this solution requires a leader who is familiar with VAs data, processes, policies, controls, infrastructure, and organizational landscape and who can oversee a phased, integrated, and detailed approach to deploying, tuning, and operating the HBA solution. 9th Way Insignia Solutions has an opening for a Senior Software/System Architect to work in support of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of Information Security (OIS) on the Heuristic Behavior Analytics (HBA) implementation. This high-profile position serves as Insignias primary point of contact and leads the day-to-day deployment and operations and maintenance (OandM) of the HBA technical baseline, ensuring that the HBA technical scope is delivered within budget, schedule, and quality requirements.

Professional Level Information The Senior Software/System Architect position aligns as an Engineer 3 at 9th Way Insignia. An Engineer 3 accomplishes plans and directs research or development work on complex projects, along with engaging various parties in design and development. Understanding costs and recommendations for new components may also be part of the job scope. Performs multiple engineering-related tasks and various assignments within the project and firm. Oversees the design, development, implementation, and analysis of technical products and systems. Has broad knowledge of engineering procedures and assists in resolving complex problems. Has strong technical skills and background, a knack for learning new technologies, and a blend of good problem-solving and innovation needed to resolve a wide variety of technical production challenges. Functional Job (LCAT) Information A Senior Software/System Architect must have extensive experience in the coordination of program and project leaders to identify requirements for system architecture. Must be able to identify strategies for addressing requirements. Must have extensive experience with analysis of requirements against fiscal, schedule, and performance issues. Has extensive experience in taking program requirements and is able to create an architecture vision having experience in high volume and high availability networks and systems. Experience in creating and conveying to team members the architectural vision for a program or project. Is responsible for dictating design choices to software developers, including but not limited to: platforms, coding and technical levels. Experience in establishing and enforcing standards and practices. Overseeing the development team, he manages the full life cycle of the software development process. Has extensive software development experience and thorough knowledge of a variety of programming languages and logic. Responsibilities:

Designs secure and efficient integration of Heuristic Behavior Analytics (HBA) solutions.

Provide technical guidance and mentorship to development teams, ensuring that architectural decisions are effectively communicated and implemented.

Define the high-level structure of a software system, including its main comp nents, their interfaces, and interactions with external systems.

Develop consistent, secure APIs for interoperability between HBA systems and web application solutions.

Audits and updates HBA policies to comply with HBA governance frameworks and industry standards (e.g., GDPR, HIPAA, NIST) to maintain regulatory and security requirements.

Design and develop comprehensive solutions for access controls and its dependencies using programming, and query languages such as Java and SQL

Ensure engineering teams employ logging and monitoring tools to detect and respond to any unauthorized access attempts.

Develop and implement working with automated backup and disaster recovery solutions for HBA and web server configurations in collaboration with cross-functional teams.

Attend critical and high-performance incidents to provide immediate solutions, and long-term solutions that will ensure incidents do not repeat.

Requirements:

10 years of relevant experience.

Masters degree in computer science, electronics engineering or other engineering or technical discipline is required.

10 years of additional relevant experience may be substituted for education.

Must have extensive experience in the design and development of Client Server and Web Enabled Corporate applications including network topology.

Experience integrating solutions such as Okta, Microsoft Azure AD, Oracle Identity Cloud Service, etc., within web server infrastructure and its system dependencies.

Proficiency at utilizing data sources from monitoring tools (Microsoft Azure Monitor, Splunk) to develop performance improvement solutions.

Strong knowledge of OAuth 2.0 and OpenID Connect protocols for secure user authentication and authorization using tools like Azure AD B2C or Oracle Access Manager.

Expertise in maintaining consistent, secure APIs (e.g., REST, GraphQL) for interoperability between HBA systems and web applications.

Demonstrated ability to audit and update HBA policies in compliance with security standards and regulatory requirements.

Experience implementing role-based access control (RBAC) and least privilege principles with technologies such as Microsoft Azure Role-Based Access Control, Oracle HBA, or similar.

Knowledge of configuring web and application servers (such as Microsoft IIS, Apache, Nginx, WebLogic) to support multi-factor authentication (MFA) solutions

Review, mentor, and provide advice for test roadmaps, plans, test cases, and test scripts based on functional and technical requirements.

Experience being the most-senior technical member capable of addressing critical outages, system degradation, etc., with high understanding of the DRE golden signal (latency, traffic, errors, and saturation).

Ability to attend sporadic unexpected calls after business hours.
