PURPOSE:

This is a professional position responsible for providing advice and consultation to Department leadership in areas of state and federal educational data reporting to improve education and inform policy decisions. This position will also oversee, administer, and monitor the fiscal requirements for federal and non-federal grant programs, including the distribution of federal and non-federal funds and the monitoring of the use of these funds by LEAs/schools/service providers to ensure the intent and purpose of the federal and non-federal funds and meet related regulations. This position is required to use independent judgment in classifying problems, determining severity of impact, and prioritizing solutions that lessen impact, providing technical assistance and advice, coordinating problem resolution activities with other department and school unit personnel, and establishing policies to achieve continuous improvement of systems using and research and design framework. This positions performs independently and under limited supervision.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of and experience using various innovation design processes (i.e human-centered design for social innovation, design thinking, innovation engineering, educational innovation design)

  • Knowledge and understanding of the importance of community involvement in education policy decisions and operations.

  • Knowledge of effective research and design methods.

  • Knowledge of current and emerging state and federal legislation, rules and regulations impacting education.

  • Knowledge of systemic change principles.

  • Knowledge of computer software and hardware systems including specific skills in digital networking systems.

  • Knowledge of State and Federal Accounting laws.

  • Knowledge of legislation timeframes including financial and budgeting timelines.

  • Knowledge of financial reporting, invoicing, budgeting, and general financial matters.

  • Ability to analyze and improve procedure on policies.

  • Ability to proficiently use Advantage and other procurement tools with minimal guidance.

  • Knowledge and ability to manage funding related to program according to state and federal regulations including GAAP.

  • Ability to quickly and effectively establish and maintain positive, collaborative working relationships.

  • Ability to manage multiple projects while providing quality service.

  • Ability to communicate effectively in writing and orally.

  • Ability to analyze and interpret research and data while integrating divergent ideas in problem-solving and decision-making.

  • Ability to manage large-scale projects and report daily to the Chief Innovation Officer.

  • Ability to write effectively and persuasively (i,e grant proposals)

  • Ability to effectively interact and comply with the organizational and staffing structures of Maine DOE, DAFS, State Audit, Division of Purchase, and the Legislature.

  • Ability to collaborate with partners from the Maine DOE to create and share data visualization tools that convey forward facing outcomes for the work we are engaging in throughout Maine DOE.

  • Ability to collaborate with partners from Maine DOE Office of Innovation and Office of Teaching and Learning (among others) in service of: website layout, design, updates, and long range planning; big picture/systems thinking; data visualization (Power BI, tableau, excel data modeling, etc); Engine technical support.

    MINIMUM QUALIFICATIONS

  • Five (5) years or more of experience in innovative research and design methods and instructional technology.

  • Masters degree in Education.
