The Office of MaineCare Services (OMS) within DHHS administers the state’s Medicaid program, which provides health insurance coverage for low-income families, adults and children so they can access the important health care services they need to be healthy and be a part of the community through work, caring for family, going to school, and more. OMS works collaboratively within DHHS, with other Departments and the Office of the Governor, with MaineCare members, with providers, and with other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and health outcomes for all low-income Mainers. OMS provides benefit coverage and supports the services that operate in alignment with Department goals, federal mandates and State policy. OMS also provides oversight necessary to ensure accountability and efficient and effective administration.

This position will be part of the Provider Relations Unit within OMS and will focus on tasks in collaboration with the Delivery System Reform Unit (DSRU) and the Provider Engagement and Communications Teams to provide ongoing support to Behavioral Health Homes (BHH), Community Care Teams (CCT) including HOME providers, Opioid Health Home (OHH) and MaineMOM providers.

Core Responsibilities:

This position will be part of the Provider Relations Team at OMS and will focus primarily on tasks in collaboration with the Delivery System Reform Unit (DSRU) and the Provider Engagement and Communications Teams. The position will assist in planning and engaging in regional forums and other technical assistance events to include venue coordination, audio/visual needs, understanding target audience, preparing internal presentation materials, and other support for the in-person and/or virtual meetings. which may include VMS Portal Training. Position will monitor tracking for policy compliance for Behavioral Health Homes (BHH), Community Care Teams (CCT) including HOME providers, OHH, and MaineMOM providers to include sending out Core Standards Reports for completion, staff listings, and reviewing and confirming they meet policy standards, and escalating and coordinating with DSRU/Policy on any that are non-compliant which may also include action plans, if applicable. PC Plus Compliance includes annual recertification process and confirming practices are still meeting requirements. This will include working with those practices that are not meeting requirements outside of the recertification process in coordination with DSRU/Policy to address upon notification from the practice. This position will consult with DSRU management for content and decision making. Upcoming training calendar updates and posting of events will be sent to the Provider Engagement team for posting of events. Assist with provider recruitment in collaboration with Provider Engagement Team and DSRU team to recruit and promote the program(s), onboarding once a provider applies and is approved for a program, and site visits for some of the programs which will include an overview of program requirements as part of the site visit. Support application processes for all the DSRU programs that have this step (MaineMOM, OHH, BHH, CCT/HOME) and PCPlus and makes edits to applications, accepts submissions, and responds to providers. Coordinating and responding to provider questions on a daily basis by working across OMS, participate in and provide feedback to inform future program and policy changes and provide resources on programs and subject-matter specific best practices in collaboration with Provider Engagement and DSRU teams.

Minimum Qualifications:

A four (4) year combination of education and experience providing a knowledge of health care administration and community health services. The background of well-qualified candidates will demonstrate the following competencies:

  1. A proven ability to investigate and utilize data to support improved outcomes.

  2. Familiarity in interpreting health care or other relevant policies and procedures.

  3. A demonstrated ability to develop and deliver training and technical assistance programs to diverse audiences.

  4. Strong analytical and problem-solving skills.

  5. Skilled in the use of Microsoft Office products.
