Position Overview: Reporting to the Deputy Commissioner of Special Populations and Student Supports (OSPSS), the Chief of Staff leads efforts to maximize supports and processes that will help the office teams achieve agency and office-level goals. The Chief of Staff will work closely with the Deputy Commissioner and senior leadership on priority projects and initiatives to strategically align resources, leadership, and coordination within the departments and divisions that comprise OSPSS. The Chief of Staff will support the effectiveness, development, and differential retention of staff through strong management and development of direct reports, support of senior leadership, and continuous improvement of an office-wide culture that prioritizes talent acquisition, employee development, internal communication, job satisfaction, and an inclusive community. The Chief of Staff will lead a team to provide centralized operational support to senior leadership and staff. You may perform other functions as assigned. 1. Strategic Advisor to Office Leadership: Work directly with the Deputy Commissioner and executive leadership team to advise, strategize, and ensure time is spent on the highest strategic priorities aligned to budget and grant allocations. In collaboration with the executive assistant and other staff, ensure the Deputy Commissioner is well prepared for meetings and other internal and external activities. Proactively identify information that has the potential to be impactful and elevate issues to the attention of the Deputy Commissioner. Design and execute special projects as assigned by the Deputy Commissioner.2. Office Culture and Communication: Lead efforts related to employee engagement to identify and implement strategies for continuous improvement. Provide strategy and support for internal office communications, including, but not limited to, office-wide communications, meetings, events, committees, and retreats. Act as a liaison for OSPSS to improve communication and collaboration within the office and between offices. Plan for and support facilitating key collaboration meetings, including meetings for senior office leadership, all office meetings, internal working groups, and cross-office collaborative working groups. Support the identification of office culture priorities utilizing staff engagement survey data, develop aligned strategies for imp oving office culture with input from senior leaders and staff across the office, support implementation of strategies, and regularly gather and analyze data to monitor and continuously improve office culture. Facilitate the support and development of professional development opportunities for office leadership to improve workplace climate and culture.3. Oversee Performance Management: Direct, manage, and ensure implementation and effectiveness of an office-wide performance management strategy that includes quarterly performance management routines. Provide guidance and consultation that may include coaching managers and leading staff to develop personal development plans with aligned career development opportunities. Develop and implement systems for office-wide performance management of priority initiatives and teams in coordination with the Alignment and Delivery Unit, the Human Resources Division, the OSPSS senior leadership, and the Deputy Commissioner, including collecting and tracking Essential Job Functions and metrics for all staff members, supporting the prioritization of topics and scheduling of performance management routines, and sharing guidance and training on best practices for performance and project management.4. Lead Staff Development Strategy: Create and support internal initiatives for recruiting, hiring, onboarding, and training new staff and enhance the training, retention, and promotion of current OSPSS staff. Support and coordinate professional development opportunities for office leadership and staff.5. Team Management, Office Strategy, and Operations: Manage, coach, and support the performance and development of direct reports to support senior leadership and continuous improvement of an office-wide culture that prioritizes talent acquisition, employee development, retention, internal communication, and an inclusive community. Lead the efficient execution and continuous improvement of operational processes, including budget, grants, contracts, procurement, human resources, government relations, rulemaking, and communication. Coordinate with the Agency Operations team to plan for and inform improvements to office facilities and equipment. Design, manage, and continuously improve an office knowledge management platform. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least six (6) years of experience in the public or private sector working on high-priority, outcomes-oriented projects with a track record of success and dynamic interpersonal skills. Prior supervisory experience required.
