Job/Position DescriptionThe Health Informatics Specialist II within the IIS Interoperability Group performs routine (journey-level) data analysis work as assigned by the IIS Interoperability Postproduction/Interface Team Manager. Work involves data analysis and reporting of immunization data and refining analytical processes in support of Texas' Immunization programs which includes the Texas Vaccines for Children (TVFC) and Adult Safety Net (ASN). Consults and provides expert technical assistance and guidance to program staff within the DSHS central and regional offices, local health departments, other governmental agencies, Center for Disease Control and Prevention (CDC), and other stakeholders. Recommends and develops processes for implementing, tracking, reporting, and analysis of Texas immunization data. Manages data projects relevant to the Immunization Section and the IIS Interoperability Group. Works under general supervision with limited latitude for the use of initiative and independent judgement. Essential Job Functions(40%) Provide technical and program support to Texas IIS partners that are onboarding to unidirectional and bi-directional web-based immunization information exchange. Collaborate with IIS vendors regarding security certificate management, web-services functionality, and documentation. Serve as point of contact for any site transitioning to HL7 data exchange, for both partners/data sources/EHR vendors as well as for the jurisdictionand#146;s technical IIS vendor. Collaborate with jurisdictional Public Health Informatics Initiatives regarding Promoting Interoperability Program and Health Information Exchange (HIE) activities. Ensure alignment with all relevant national IIS and health information exchange standards for messaging format, content, and transport functions.Suggests programmatic improvements to address gaps identified during analysis. Recommends and develops processes for implementing, tracking, reporting, and analysis of Texas immunization data.(25%) Creates, streamlines, and automates vaccine data analysis reports and tools which assist in the oversight of vaccines disseminated through the TVFC and ASN programs. Provides(20%) Communicates with other immunization stakeholders including regional and local entities as well as Center for Disease Control and Prevention (CDC) personnel to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems. This may include the creation and presentation of findings. Manages data projects as assigned by the IIS Interoperability Director and provides routine written and verbal status reports on projects.(10%) Reviews and develops policies and procedures regarding data and analysis to ensure compliance with programmatic and operational goals. May develop recommendations to improve collection of data.(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agencyand#146;s obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation.
