Job/Position DescriptionPerforms highly advanced and/or supervisory (senior-level) professional organizational and policy analysis and oversight work. Conducts organizational studies and evaluations, analyzes systems and procedures, conducts work simplification studies, and prepares operations and procedures manuals to assist management in operating more efficiently and effectively. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex professional organizational and policy analysis work. May serve as a team lead or supervisor.Essential Job FunctionsCollects and analyzes data in areas such as workload, operational, business, and managerial practices; staff utilization; organizational structure and development; and space utilization. Conducts periodic reviews of Workforce Development Division processes, guides, policy, and procedures.Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines. Develops and revises Workforce Development Division related policies, processes, standards, and methods related to recruiting, retention, learning and development and employee engagement.Develops administrative program policies and procedures, and researches, analyzes, and develops material in response to executive requests for information or reports.Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements. Coordinates and meets with DFPS Executive Leadership staff and program staff across the agency to collect, organize, analyze and prepare reports, memos and provide feedback on DFPS memos, circulars, policies, reports and other documents for both internal and external consumption regarding DFPS related activities.Participates as a Workforce Development Division SME in agency workgroups and committees, as assigned. Researches historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated. Researches and evaluates Workforce Development Division program trends and approaches, and develops written assessments, evaluations and recommendations to ensure goals and initiatives are met.Researches new or improved business and management practices for application to agency programs or operations. Provides project management support and/or represent the Workforce Development Director for agency-wide, Workforce Development Division and/or Chief Operating Officer area projects and initiatives.Analyzes new or proposed legislation or regulations to determine their effect on program operations and management. Provides input and assists Workforce Development Director with conducting legislation analysis, determining impact to HR and the agency.Analyzes agency functions and activities being considered for conversion to contract operations. Performs Workforce Development program and administrative tasks to support Workforce Development Director and division management in completing personnel, management, staff development and learning activities.Prepares and analyzes financial statistics and budget requests in preparation for personnel and staff actions, as needed.Develops recommendations for improvement and corrective action to standardize or improve organizational systems.
