Job/Position DescriptionManager IIThe Contract Oversight Manager reports to the Division Administrator, Contracting and Fiscal Accountability within the Prevention and Early Intervention (PEI) Division. This position performs moderately complex managerial work administering the daily operations of the Contract Technician (CT) unit and supervising CT unit staff. Plans, develops, implements and monitors CT unit internal processes. Plans and develops internal CT policies and procedures;. planning, assigning and overseeing the work of division contract technicians within PEI. Provides technical guidance, consultation and training, and acts as a liaison representing PEI to contract or grantee service providers. Identifies staff, grantees and contractor training needs, coordinates the development of training materials and resources, and provides on the job training to program staff as needed.,. Provides technical assistance to PEI contractors and/or grantees in all matters relating to billing of purchase of services. Represents PEI in meetings, hearings, conferences and workgroups, and serves as a PEI liaison for contract service providers. Oversees the study and analysis of financial operations dealing with billing, evaluation of billing information relevant to various programs, planning and coordination of workflow activities, and presents reports and possible solutions to problems. Oversees the development and implementation of training and procedural manuals, administrative reports and specialized research projects relevant to management responsibilities. Provides guidance and consultation to program staff to increase productivity and to ensure accurate, timely, professional, and efficient billing management services are provided. The position appropriately handles sensitive and confidential information and trains other staff and professionals, as needed. The position works under general supervision with considerable latitude for the use of initiative and independent judgement.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Performs managerial work administering the daily operations of the PEI Contract Technician (CT) unit. Oversees and monitors the work of CT billing processing and management staff; provides direction and oversight to CT staff and serves as the financial management advisor on contract related issues to agency management and other administrative and program staff. Reviews and analyzes financial operations and problems, identifies areas for change and improvement, and plans, develops and implements changes to policies and procedures related to billing processes and payment of bills. Develops PEI contract payment tools and instruments and guidelines, and makes recommendations for edits, corrections and modifying billing documents. Performs contract oversight services of billing trends and budgets, as needed. (30%)Hires, manages and provides guidance and professional development for PEI CT staff. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work performance plans and conducts performance evaluations at least annually. Oversees the development and advancement of CT staff through training and effective use of employee development plans.
