Job/Position DescriptionPerforms complex (journey-level) computer programming work. Work involves assisting with planning and the assignment of programming projects, analyzing proposed computer applications, and providing technical programming and support assistance. Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and documenting programs. Assists trainers and technical support staff in the implementation of new software systems. Performs maintenance and technical support for existing and emergency agency external and internal websites, applications and assets in the configuration and maintenance of the agencyand#146;s system environments. Writes computer code to implement IT solutions and performs testing of IT solutions through details integration and system testing. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.1. Analyzes, designs, codes, tests, and debugs computer programs as outlined by a systemand#146;s technical and functional requirements. Assists with creating and modifying test data, test plans, and test cases for assigned work. Guides users in formulating requirements; advises on alternatives and on the implications of new or revised computer systems/applications technology. Writes computer code to implement IT solutions. Assists with development and modification of screens for the customer graphical interface and procedures for data validation and manipulation. Tests IT solutions, which includes writing and performing test plans for unit, integration, and system testing. (45%)2. Analyzes, reviews, and revises programs to increase operating efficiency or to adapt new procedures. Analyzes user project proposals, identifies omissions, and errors in requirements, and conducts feasibility studies; recommends optimum approach and develops system design for approved projects. Provides on-call support and problem resolution for computer applications. Analyzes IT requests to determine available options to meet business needs, which includes the analysis of current business processes, legislation, rules, and existing applications that meet similar business needs. Assists with completion of technical work involving analysis, requirements development, design, coding, testing and implementation/modification of agency information technology (IT) software applications. Conduct trial runs of programs and software applications to be sure they will produce the desired information and the instructions are correct. (25%)3. Prepares detailed analyses, plans, diagrams, and verification procedures for existing and proposed computer applications. Analyzes business process requirements and prepares detailed structured data flow analysis diagrams, verification of procedures, and database entity relationship diagrams to satisfy new software demands of the state agency automated systems operations. Writes and contributes to instructions and manuals to guide end users. Works with users and IT members to troubleshoot reported problems pertaining to application software.
