Job/Position DescriptionThe Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Program Specialist III position with Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. Work involves planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. Work includes operational support for CCSC related to contract, budget, and day to day operations. Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to CCSC Operations. Performs comprehensive reviews of statutes, rules, and/or polices and prepares administrative reports. Identifies training needs and conducts training. Assists in preparing and evaluating program budget requests. Produces well-written policies and procedures documents, reports, summary results of reviews, and other types of documents. Responsibilities include completing and/or coordinating special projects as assigned. Works under moderate supervision with latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.EJF1Assists with coordination, processing, and monitoring of CCSC purchase requests, ePro forms, requisitions, invoices, vouchers, payment requests, and performs all financial program support for CCSC. Tracks, monitors and reports on status of requisitions and invoices.(Percentage of Time Spent on Tasks = 15%)EJF2Maintains and updates the Master Home Delivered Meal (HDM) Budget spreadsheet. Coordinates with Community Care Services Eligibility (CCSE) program area on HDM budget adjustment/amendment requests. Coordinates, tracks and monitors all activities with processing and execution for HDM contracts and amendments.(Percentage of Time Spent on Tasks = 10%)EJF3Produces well-written policies and procedures documents, reports, summary results of reviews, and other types of documents. Assists with developing and maintaining CCSC internal forms and notifications for contracting enrollment, contracting and monitoring Reviews, edits and makes recommendations for policies, procedures, reports, summary results of review and other types of documents. Maintains CCSC SharePoint site, lists, document center, workflows and permissions groups. Identifies and provides training needs. Tracks assignments and provides a final analysis or summary of completion.(Percentage of Time Spent on Tasks = 25%)EJF4Provides administrative and operational support to the CCSC Director and CCSC CAM. Supports CCSC CAM in maintaining CCSC contract and fiscal compliance monitoring tools and the yearly Transactional Purchase Order (TPO) associated with the support of the monitoring tools. Supports CCSC CAM in managing and facilitating the CCSC Adverse Action Review Committee (AARC).
