Clickhere to see an inside look at the Texas Comptrollers office About the State Energy Conservation Office Working in the State Energy Conservation Office (SECO) is not your typical government job. If you want to work with a dynamic team and gain experience on energy efficiency programs where you are involved in managing contracts from cradle to grave, this is the ideal position for you. SECO has many programs that help public entities in Texas reduce utility costs and maximize energy efficiency. This opportunity focuses on a hands-on approach to managing contracts and positively impacting Texans. We are looking for someone with: (1) great attention to detail; (2) excellent communications skills to work with internal and external customers; (3) eagerness to learn new skills to perform job duties; and (4) a positive attitude to work through challenges and find solutions. Qualifications: Minimum Qualifications Graduation from an accredited college or university with a bachelors degree Full-time program and/or contract management experience. Preferred Qualifications Graduation from an accredited college or university with a bachelors degree in business administration, public administration, finance, accounting, energy management, energy resources, sustainable energy or a related field. Experience managing state contracts to include financial and progress reporting. Experience including technical assistance to state agencies and local/county governments. Experience in meeting participation and/or leading meetings with representatives of technical assistance to state agencies and local/county governments. Experience making formal presentations to local, state, and federal government officials. Experience in writing technical reports, preparing Request for Proposal, and Requests for Applications. Substitution Post graduate education may substitute for the experience requirement on a year for year basis with a maximum of 60 hours or 2 years. Licenses / Certifications Certified Texas Contract Manager (CTCM) or must obtain the Certified Texas Contract Manager certification within 12 months. A valid Texas (or state of residency) drivers license and a satisfactory driving record are a condition of employment. In this role you will have: Knowledge of: Local, state, and federal laws related to the energy efficiency Local, state and federal government budgeting processes Program management processes and state contracting guidelines Training and marketing techniques Skill in: Planning and scheduling deliverables within projects Proficient Microsoft (MS) Word (using templates and styles), MS Excel, MS Outlook, MS PowerPoint, MS SharePoint. Microsoft Teams, and Zoom Writing reports and preparing presentations Delivering presentations to a variety of audiences Effectively conveying information and encouraging an exchange of ideas Identifying, defining and solving problems Ability to: Gather, assemble, correlate and analyze facts Analyze issues, draw valid conclusions and make recommendations Develop and analyze appropriate measurement objectives Learn new concepts and apply knowledge appropriately Market programs Prepare concise reports Develop, evaluate, and interpret policies and procedures Communicate and present effectively Work with others to achieve a common goal Adjust to changing workplace demands Meet the needs and expectations of internal and external customers Effectively demonstrate skill and ability to perform the specific job duties and tasks as defined by a job description Be dependable, meet deadlines and produce high-quality work Summary of Physical Requirements The physical demands described here are representative of those that must be met by an employee to successfully perform the essential job functions of this job.
