Job/Position DescriptionSystems Analyst IV works under the general supervision of the Behavioral Health Services Application Group Manager. The Systems Analyst IV performs systems analysis work which includes the technical planning, design, and implementation of new and revised information system functions supporting the HHSC Division for Behavior Health Services. Responsibilities include: Participation in project plans; the analysis, design, programming, testing and documentation of system features, training new personnel, enforcing HHSC standards and procedures, coordination of projects with users and other internal and external IT groups and providing technical assistance to both internal and external stakeholders. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned. Hybrid work schedule available: 4 days telework/1 day on siteEssential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 1. Assists in development of project documentation based on HHSC/DIR requirements. Assists in the development of application on-line help. Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements. Analyzes new and existing business processes to determine how modifications and changes will impact the system.Will serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle. (30%) 2. Ensures that design complies with HHSC standards (5%) 3. Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (25%) 4. Provide status reports on enhancement activities and resolution of issues impacting system. Notify immediate manager and technical lead of critical issues impacting the systemand#146;s ability to deliver services as designed. Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work. Regularly updates assignments through the use of a ticketing system allowing for the sharing of information with project team members. Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed. Audiences for these communications would be both internal business groups and external entities to the agency including governmental organizations as well as contract service providers. (25%) 5. Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system.
