The University of Maryland, Baltimore (UMB) is currently seeking an Assistant Director of Sponsored Programs Administration (SPA) in the Office of Research and Development (ORD). *This position will manage a team of sponsored program administrators responsible for supporting investigators and departmental administrators in the pre- and post- award processes of sponsored projects. This position will provide direct oversight of the day-to-day operations of the SPA Grants team, including but not limited to reviewing/negotiating complex awards, reporting, training, compliance/policy interpretation, and development and implementation of non-financial post-award processes and procedures. * BENEFITS (Exempt Regular): UMB offers a comprehensive benefits package that prioritizes wellness, work/life balance, and professional development, along with additional exciting perksthat employees can take advantage of. Develop metrics and associated quality assurance monitoring to evaluate ongoing functional programs and controls. Primary oversight of the timely and complete review and processing of sponsored awards for compliance with UMB policies and procedures and State of Maryland laws. * Act as primary point of contact and steward to resolve problems and issues affecting research administration at all levels within the university and recommends measures to improve the effectiveness and efficiency of research administration services. * Create a cohesive work team that works collaboratively to achieve the unit’s goals. Responsible for effective staff management, including recruitment, orientation, training and development, workflow and performance management, and the promotion of an inclusive and innovative work environment. Conduct annual evaluations of assigned team members; continually reviews strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team. * Grants: Evaluate grants management systems (Kuali Research, File Maker Pro, reporting); participate on Kuali communities. * Awards: Negotiate and finalize complex awards and legally binding agreements between federal, state, corporate, foreign and private sponsors. Consult with University Counsel and the Office of Technology Transfer as needed to ensure that contract provisions are appropriate and sufficient. * Closeouts and reporting – Assist PIs and department administrators with the submission of required technical reports and close-out modifications. * Assist in compilation and preparation of unit analyses, trends, and reports, including the reporting of awards to Sponsored Project Accounting and Compliance, which may include contracts and grants in progress; team workload distributions. Oversee the reconciliation of temporary account deficit and/or 90-day reports. * Develop, prepare and facilitate a variety of workshops and meetings designed to increase awareness, visibility and impact on university’s research activities. Oversee internal training for new employees and teams; participate in developing and drafting campus training modules. * Disseminate information to campus community on policy and procedural changes which impact sponsored programs activities; resolve problems arising in the course of projects by working with principal investigators, department administrators, Sponsored Program Administration staff, and sponsors. * Effectively communicate sponsor requirements for sponsored programs; review and negotiate agreements, draft and respond to various post-award financial or administrative requests. Develops and improves processes for award management and post- award administrative requests. * May represent the university on external committees or represent Sponsored Programs Administration on internal committees pertaining to sponsored program administration. * Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education: *Bachelor’s degree in business administration, finance, or other discipline appropriate to the position. *Experience: *Six (6) years of experience in the area of research administration or sponsored program administration *Supervisory Experience: *Three (3) years of direct management involved in recruitment, training, and professional development of staff. *Other: *Financial disclosure reporting required by State of Maryland Ethics Committee * KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of position requirements. Thorough knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Knowledge of Kuali Research, Kuali Build and other electronic research administration software systems preferred. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management.
