The Product Delivery section of OTS is looking for experienced team members to add to our engineering section. Our teams are responsible for delivering high quality modern software for our partner agencies. As an architect, you will take the lead in setting the vision, standards, and direction for our modernization efforts across the State. We work in a fast-paced agile delivery environment, collaborating across teams to build software that enables State staff and citizens alike.

Prior to a new hire, a background check including criminal record history will be conducted. A criminal history check may be conducted on employees changing positions including promotions, demotions, details, reassignments and transfers. Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of experience in information technology.

SUBSTITUTIONS:

  1. An associate’s degree in information technology will substitute for the baccalaureate degree.

  2. Two years of experience or training in information technology will substitute for the baccalaureate degree.

Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:

30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.

90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.

A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.

  1. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

  1. A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis--computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.

  2. A master's degree will substitute for up to one year of required experience.

NOTE:

Multiple specialized degrees and/or master's degrees will substitute for a maximum of one year of required experience.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Any college hours or degree must be from an accredited college or university.

LEVEL OF WORK:

Program Manager.

SUPERVISION RECEIVED:

Direct from a IT Statewide Manager, Director or Administrator. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:

Differs from IT Statewide Applications Engineer by the presence of strategic responsibility for directing statewide information technology applications solutions for an assigned program area.

Differs from IT Statewide Applications Senior Architect by the absence of strategic responsibility for directing statewide information technology applications solutions for an assigned section.

Directs the design of highly complex applications for an OTS-defined program area by providing strategic guidance to teams of applications developers and other IT professionals.

Oversee the development of user guides and production run books for highly complex information technology applications for an assigned program area.

Provides technical advice, assistance, and guidance to employees who are less experienced or familiar with a specific programming language.

Reviews data element definitions, oversees design structures for databases, and approves definitions and descriptions of data elements to be used by professionals and users for an assigned program area.

May respond to computer system emergencies; guides lower-level IT professionals in resolving highly complex problems for an assigned program area.

Meets with executives and administrators to determine needs and parameters, as well as to evaluate results.

Identifies, researches and provides strategies on resolving highly complex application problems for an assigned program area; consults with others as needed.

Evaluates and analyzes requests for enhancements or development projects for an assigned program area; provides recommendations in consideration of available resources such as budget, timeframes, and personnel.

Evaluates, analyzes and prepares information and recommendations on complex projects related to operating and managing a statewide information technology applications system for an assigned program area.

Prepares and oversees formal system test procedures of highly complex application systems for an assigned program area.

Provides specialized training to IT personnel on databases, tools, techniques, and procedures relevant to statewide information technology applications systems maintenance and development for an assigned program area.

Reviews changes, enhancements and/or system designs for an assigned program area to ensure data integrity and availability for the applications system.

Assigns, oversees and reviews work of other IT personnel for the assigned program area; monitors work progress until completion, as well as ensures quality of work, timeliness, and efficiency of implementation.

Researches new developments in hardware and software for the assigned program area; keeps abreast of the latest developments and studies involving computer-related procedures and methods. Provides recommendations to management in order to adopt new technologies as needed.

Provides consulting services to IT Statewide personnel on effective use of system development methodology for IT application information systems.
