Program Manager Standards (E4046B) - 240026 : IN70 Description Job Summary A deep and applicable knowledge of the technical, economic, and political landscape and trends in India that includes the roles of government, industry, and NGOs, and the opportunities they present for IEEE in standards development and standards-related activities. Need to focus and work in the area of telecommunications. In the first year, a plan (short-, medium-, and long term) for pursuing a defined set of key opportunity areas for maximum IEEE-SA impact. Productive relationships established with key governmental and industry stakeholders that position the IEEE-SA as a standards leader in India. Increased global visibility of IEEE as an international standards organization. The position reports to the India Country Head. The role does not manage direct reports but will lead cross-functional and collaborative efforts. Key Responsibilities- Focus and Work in the area of Telecommunications
- Strategy
- a. Understands/implements overall strategy of IEE-SA
- b. Collaborates with the IEEE-SA to understand India-specific policies, procedures, opportunities, and challenges, including those related to intellectual property. Works with the IEEE-SA to resolve related issues.
- c. Undertakes research, contributes insight/findings to IEEE-SA’s regional plan for India and recommends direction and actions.
- Visibility
- a. Supports IEEE-SA visibility, marketing, and new business development initiatives in India
- b. Provides logistical support for IEEE-SA activities in India and increases appropriate participation in IEEE-SA seminars and workshops
- c. Attends local events and promotes IEEE-SA activities.
- d. Communicates significant developments in assigned program areas to the IEEE-SA and IEEE staff, members, and prospective members through the creation of reports and analysis for relevant internal and external resources
- Relationship Development and Support
- a. Works with the India Country Head, IEEE India office to build strong, positive, and productive relationships with key players in India's standards environments, including government bodies, industry and academia
- b. Invites and coordinates the participation of local and international industry and individuals in standards-related activities and the full lifecycle of standards.
- c. Engages in University outreach and support of IEEE AND IEEE-SA Standards education efforts
- d. Liaises with IEEE Sections regarding standards matters
- Full Lifecycle Standards Development and Support
- a. Protects IEEE from liability by ensuring that IEEE processes are understood and are followed by those engaged in the IEEE standards programs; involves monitoring developments, researching any issues, and providing information about key issues to IEEE-SA management and staff
- b. Supports and coordinates the activities of the IEEE India Standards Interest Group (SIG). Works directly with the India SIG to:
- i. Promotes the IEEE-SA to Indian constituents and educates potential participants in IEEE standards usage and development, as well as on SA’s services and programs.
- ii. Provides guidance and training for IEEE working groups and working group meetings; provide cost-effective, quality services to standards developers; track local developments and provide feedback to appropriate staff and volunteer leads
- iii. Guides and oversees progress, development, and completion of standards projects.
- iv. Increases participation in IEEE standards working groups and IEEE sponsor balloting from India
- v. Bring in new standards projects and business opportunities annually.
- vi. Increase IEEE-SA individual and corporate membership.
- c. Identifies new areas and lines of business for IEEE-SA to explore
- General (15%)
- - Develops, tracks, and ensures adherence to annual budgets for all assigned program areas.
- - Monitors regional governmental policies as they pertain to IEEE-SA interests
- - Translates appropriate materials for dissemination
- - Understands and interprets culture/language
- Moderate International Travel required.

Skills and Requirements - Must have a working knowledge of standards, how they evolve, how they are used and their importance in the marketplace.
- Must have an understanding of IEEE, IEEE-SA, IEEE-SA policies and procedures, the IEEE standards development process and best practices.
- Must have a working knowledge of the factors that influence standards development.
- Must have knowledge of technologies, industry, government and academic stakeholders.
- Must be able to communicate effectively with all levels of volunteers and staff. Must be able to communicate effectively with persons from industry, government and academia.
- Must function as a highly effective team player.
- Effective communication skills and the ability to project a positive image of IEEE Standards are essential to successful performance.
- Requires frequent contact with volunteers, members, and standards program participants for the purpose of communicating information, developing policies, and negotiating.
- Requires the ability to motivate staff at all levels of management and services to get decisions and action.
- Work effectively in a matrix environment on various projects, either in a leadership role or team participant role.
- This position requires the ability to solve people problems that arise due to politics, intellectual property, market forces and turf disputes that can occur.
- Ability to handle multiple tasks concurrently with competing deadlines is required - Ability to think outside the box, ask questions and at times, challenge the status quo when necessary to meet business objectives and goals - Ability to support multiple organizational units within GIEEE, engage cross function teams and foster collaboration in order to assess what's best for the organization - Ability to identify and incubate new ideas and programs in the specific technology areas to further the cause of IEEE in India is important –
- Must have excellent communication, written and presentation skills to deliver a clear message to large or small groups.
- Must be able to identify matters regarding restraint of trade, IPR, indemnification of participants, and duplication of efforts, and be able to determine an appropriate course of action.
- Must have the intellectual ability to recognize and monitor political and economic forces that affect the standards development process and be capable of making recommendations for appropriate navigation through various issues, resulting in successful conclusions.
- This position does not have fiscal responsibilities.
- This position does not have authority to sign agreements on behalf of the IEEE-SA
- This position will represent the IEEE and IEEE Standards at technical committee meetings, forums and other related activities
