Summary Office of Civil Liberties, Privacy and Transparency (CLPT) leads the IC in its efforts towards greater openness and accountability. CLPT leads the integration of civil liberties and privacy protections into the activities of the Intelligence Community (IC). CLPT is also responsible for institutionalizing the Principles of Transparency for the IC. CLPT also champions the Principles of Professional Ethics for the IC : Mission, Truth, Lawfulness, Integrity, Stewardship, Excellence and Diversity. Responsibilities Direct the execution of Civil Liberties Privacy, and Transparency Office's (CLPT) duties as they related to the Office of the Director of National Intelligence (ODNI) and across the Intelligence Community (IC) Serve as a CLPT Senior Associate Civil Liberties and Privacy Officer who advises ODNI, its offices and components, and centers (to include but not limited to the National Counterterrorism Center), on the implementation of privacy and civil liberties protections. Oversee and assess the implementation of privacy and civil liberties protections in the application of information sharing policies, procedures, and standards. Liaise with the appropriate officials and stakeholders to develop, implement, and promulgate civil liberties and privacy related policies. The officer will work in coordination with the Office of General Counsel staff and other stakeholders (i.e. subject matter experts, Operators, and analysts) to identify, assess, and manage compliance risk areas related to civil liberties and privacy. In this position you will establish internal, external, and interagency networks; represent CLPT in meetings and conferences regarding civil liberties and privacy issues at ODNI and throughout the IC; participate in reviews and interactions with other organizations regarding civil liberties and privacy issues. Ensure compliance with legal and policy requirements relating to civil liberties issues. Requirements Conditions of Employment Qualifications Expert knowledge of laws, regulations, policies, procedures, EOs, implementation guidelines, rules, and agreements relating to federal privacy and civil liberties Superior oral and written communication skills, including the ability to produce clear, logical, and concise products that are targeted to and meets the needs of diverse audiences with different perspectives and objectives. At least one year of progressively responsible protection of civil liberties and privacy professional experience comparable to next lower level in this occupation. Have a Masters Degree or equivalent in experience related to Civil Liberties, Privacy, and Transparency. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
