HealthPartners Supervisor, Government Programs in Bloomington, Minnesota

HealthPartners is currently hiring for a Supervisor, Government Programs. The position is part of a six-member State Public Programs team and is responsible for the supervision of two coordinators. The supervisor and their team ensure efficient program operation and compliance of our Medicaid and Minnesota Senior Health Options products. The supervisor leads internal committees, workgroups, projects, and activities related to Government Programs and is a liaison to external regulators (state and/or federal), internal business partners, other health plans, and trade associations. The supervisor is responsible for taking steps to ensure operational and/or regulatory compliance for our products. Required Qualifications: Bachelor's degree in a related field or equivalent work experience. 3+ years of experience working in a healthcare or highly regulated business environment that includes direct work experience with state Medicaid and/or Medicare programs, regulatory and/or social service agencies. Demonstrated ability to effectively establish and maintain collaborative working relationships with peers and management at all levels of the organization. Effective coaching and team skills Ability to oversee projects, supervise and manage the work of others. Ability to deal with ambiguity and changing priorities. Ability to simultaneously manage multiple projects and assignments. Ability to self-motivate, take initiative, be proactive, and engage in critical thinking. Excellent organizational, problem-solving and communication skills with demonstrated ability to present and explain complex information clearly. Good follow through, diligence and critical thinking skills. Proficiency in Microsoft Office suite of products. Preferred Qualifications: Previous supervisory experience Master's degree Knowledge of HealthPartners operations Hours/Location: M-F; Days May primarily work remote but will need to be onsite for occasional meetings. Accountabilities: Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward, and review performance of employees. Ensures compliance to organizational and departmental policies and procedures. Lead and develop team and team competencies. Design and revise processes as needed to facilitate and make work as efficient as possible. Provide training and coaching to team to build subject matter expertise and ensure technical proficiency. Prepare, conduct, and analyze team performance and team member's competency to optimize productivity. Lead core activities (i.e., program operation, projects, market insights) to ensure smooth and efficient workflows. Responsible to oversee and monitor progress to ensure completion within required periods. Provide regular status updates to leadership and key stakeholders. Lead cross-functional work across business areas to support product needs and regulatory and contract requirements. Function as consultant to internal departments on questions related to Government Programs. Provide education to internal business areas on Government Programs and products when necessary. Ensure documented policies and procedures, work instructions, operating assumptions, project plans and other necessary documentation is created, updated, and retained in accordance with the record retention policy. Participate with Government Programs leadership on decision making and policy setting regarding Government Programs products. Provide feedback on proposed federal and state statutes, regulations, and agency guidance in partnership with Government Programs leadership and Government Relations. Represent HealthPartners at appropriate external meetings with state and/or federal regulators, trade associations, advocacy groups, and others. Perform other duties and responsibilities as assigned.
