State of Massachusetts Assistant District Transportation Program Planner (Transportation Program Planner III) in Boston, Massachusetts

Position Summary Incumbents of positions in this series recommend, develop and implement transportation plans, guidelines and programs; conduct studies and analyze data concerning transportation programs; respond to inquiries; maintain liaison with government authorities and others; develop materials for the dissemination of information; and perform related work as required. The basic purpose of this work is to conduct planning activities for the development and implementation of transportation programs in conformance with sound planning principles, applicable laws, regulations and standards. Duties and Responsibilities * Assists as a District liaison to District Six's Regional Planning Agencies (RPA)/ Metropolitan Planning Organizations, (MPO), and MassDOT Office of Transportation Planning (OTP) in the development of short-range and long-range plans, certification documents, studies, and programs. Some meetings may occur in the evening. * Assists in the development of the Transportation Improvement Programs and Regional Transportation Plans by participating in Metropolitan Planning Organization and Joint Transportation Committee meetings. * Assists in providing project status information to the Joint Transportation Committees and Metropolitan Planning Organizations. * Assists in tracking projects from Project Inception through Advertising. * Creates and maintains various databases/lists, including but not limited to: Earmarks, NFA maintenance, and other programs (such as Municipal Paving Program), as directed. * Assists in conducting research, data input, and communicates with stakeholders during project initiation using GIS applications, MAPIT, and other relevant programs. * Implements requirements for all projects to maintain compliance with Pre25% Engineering Directive procedures, as directed. * Assists in PRC Tracking and PRC letters to municipalities. * Assists in communicating progress/status of various tasks and milestones. Compares progress with schedules and identifies issues and critical paths. * Assists in preparing District 6 Project Development Briefings for legislators and others as requested. * Assists in collecting, analyzing, organizing, and communicating project data for District projects. * Writes memoranda, letters and technical or general reports concerning the status of engineering projects. * Conducts field investigations and attends meetings to gather information on projects as needed. * Prepares project information and documentation in accordance with specified procedures. * Assists in compiling design review documents and District 6 comments for review and processing prior to the session closing date for approval by the district and saves all comment summaries locally on the District Shared Drive for reference on future submittals. * Utilizes GIS software and geographic web-based applications produced by the GIS Services Group of MassDOT. * Planning to create or update maps or other special requests. * Develops and implements procedures and guidelines to accomplish assigned objectives and goals * Determines the methods to be used in conducting studies. Applicants must have at least (A) four years of full-time, or equivalent part-time, professional or technical experience in urban planning, regional planning, land use planning or transportation planning, and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
