State of Massachusetts Quality Assurance Tools Manager in Boston, Massachusetts
_About the Office of the Comptroller_ The Office of the Comptroller ensures that the more than $50 billion in annual transactions authorized by the general appropriations act and supplemental appropriations are executed in accordance with all statutory requirements and recorded in compliance with accounting standards. The powers and obligations of the Office of the Comptroller are generally dictated by M.G.L. c. 7A. _About Business Enterprise Systems Transformation (BEST) Program_ The Commonwealth of Massachusetts is undertaking a multi-year project known as the Business Enterprise Systems Transformation (BEST) Program to implement a comprehensive Enterprise Resource Planning (ERP) software solution that will support a wide range of business functions used by all state agencies. The initial scope of the project is to implement functionality that supports Financial Management of the Commonwealth by replacing its core financial and accounting system, currently known as MMARS, which is used by 150 state agencies. It is envisioned that the new solution will also include additional modules that support a full software suite capable of addressing government business needs including Human Capital Management, Payroll and other capabilities that will provide the Commonwealth with the capacity to migrate other applications to a single solution platform over time should it elect to do so. The BEST Program will begin with Phase 1 implementation of a new Financial Management and General Ledger solution over an 18–24-month period beginning in the first quarter of calendar year 2023. It is the Commonwealth’s intent that the ERP solution will be delivered as a SaaS (cloud) solution that will replace the Commonwealth’s current heavy investment in highly customized software housed “on premise” on virtual or physical servers. More information can be found atwww.mabest.org. _Position Summary_ The Business Enterprise Systems Transformation(BEST) Quality Assurance Tools Manager(QA/SDLC) will manage and administer the Program's Quality Assurance toolsets including Jira, Microsoft 365 features, and other 3rd-party tools and add-ons. The role includes creating dashboards and metrics reports, managing integration of various 3rd-party tools and add-ons, customization of tool features, conducting proof-of-concept activities, and incorporating participant feedback. The position also requires preparing agendas, taking meeting minutes, and following up on action items. The successful candidate will need a strong understanding of Jira's capabilities and must collaborate with stakeholders to ensure the system meets business needs. Strong problem-solving skills, attention to detail, and a passion for continuous improvement are necessary for success in this role. This position reports to the BEST Quality Assurance Team Lead. _Specific Duties_ * Manage and administer JIRA, Configure Microsoft 365, and other 3rd party tools and add-ons used in Software Development activities. * Develop and maintain dashboards and metrics reports to track and analyze program activities. * Integrate SDLC tools with other 3rd party tools and add-ons used for BEST program activities. * Perform user administration activities such as create, manage, and delete users, and assignment to relevant groups and projects. * Create, configure, and manage SDLC projects, including custom fields, workflows, issue types, and permission schemes. * Define and manage workflows, including status transitions, notifications, and validations. * Customize screens, fields, and issue types to meet BEST Program needs. * Create and manage reports and dashboards to track project progress and provide visibility into the overall health of the program. * Plan and perform upgrades, patches, and maintenance tasks, and ensure that the system is up-to-date and secure. * Provide mentoring, training and support to Jira user community, and act as the primary point of contact for Jira-related issues and questions. * Ensure tool sets are compliant with organizational policies and industry regulations, and implement processes to ensure data quality, integrity, and security. * Maintain synchronicity between Sandbox and Production Environments. * Prepare agendas for QA meetings and take meeting minutes. * Follow up on action items and communicate with stakeholders to ensure they are addressed in a timely manner. * Participate in continuous improvement initiatives to optimize SDLC tools and processes. * Develop and maintain documentation and knowledge base for SDLC tools and processes. * Other tasks as directed by the QA Lead. _Required Qualifications_ * Demonstrated Jira administration skills. * Strong understanding of SDLC tool sets and methodologies. * Experience in creating dashboards and metrics reports. * Knowledge of industry leading 3rd-party tools and add-ons used in SDLC activities. * Ability to work collaboratively with stakeholders including Commonwealth staff and solution integrators. _Preferred Qualifications_ * Excellent communication, documentation, and interpersonal skills. * Detail-oriented with strong problem-solving skills. * Strong organization and time-management skills. _MinimumEntranceRequirements_ * Bachelor's degree in computer science, system analysis or a related study or equivalent experience. * Minimum of three years’ experience administering Software Development Life Cycle tool sets. _Salary Range:_* $110,000 - $ 120,000 * This is a management position level VIII. Under this policy, employees are currently required to work a minimum of four business days per month (two set by management and two set by the employee) on-site at CTR’s Boston office and may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the telework policy. Under this policy, all employees must be able to report to the Boston office with little or no notice, even including the same workday should an exigent circumstance arise. Therefore, reasonable proximity to the office is necessary. CTR does not reimburse employees to travel to the office. In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and/or for certain positions a primarily on-site role may be necessary. _Hours_ Hours of work are Monday through Friday, except for holidays, on a full-time basis, with a compensated workday of 7.5 hours per day (37.5 hours per week).
