Bausch Health Director, Government Pricing/Contract Compliance in Bridgewater, New Jersey

This position is responsible for leading compliance in regulated government/federal programs and price calculations (Medicaid AMPs, BPs, Medicare Part B ASPs, PHS 340B pricing & Non-FAMPs). Strong finance/analytical background and experience with software used to model and calculate government prices. Manage third party vendor responsible for generating Gov’t Pricing calculations within Model N Flex system. Insure compliance is maintained consistent with Manufacturer government pricing policies within the Model N Flex system. Review calculation results for all price types and manage filing submissions by required due dates and certification requirements. Oversight of Medicaid claims, Tricare and Coverage Gap processing operations with Third Party vendor and coordination of quarterly cash flow monitoring with Treasury.

Key Activities/Responsibilities

  • Manage all Government Pricing compliance obligations - policy updates as required to business or regulatory changes, Bona Fide & Non-Bona Fide Service Fee monitoring for treatment in calculations. Stay up to date on regulatory changes or proposed changes to determine whether changes will impact the business. Work with internal and external counsel to establish and document policy position for the company.

  • Manage calculation activities with Third Party Vendor, own review and submission of monthly/quarterly AMPs, Best Prices, quarterly ASPs and quarterly and annual Non-FAMP/FSS/FCP pricing.

  • Annual FSS forecasting analysis in September for GTN budget planning. Management of administrative requirements associated with Federal Supply Schedule (FSS) contract to include submission of Modification paperwork for new products, Temporary Price Reductions, NDC changes, terminated NDC deletions and new contract solicitation. Work with Third Party vendor to complete paperwork and submit and track execution.

  • Manage calculation and validation of quarterly PHS pricing. Insure quarterly updates are loaded with Trading Partners.

  • Respond to Brand/Generic/Contract Development team inquiries on Government programs (i.e., Best Price, DoD bids, current FSS pricing information, chargeback utilization) for financial forecasting of proposed contract strategies.

  • Provide quarterly URAs to GTN team and validate against CMS calculated URAs in MDP prior to Operations team activating quarter within Medicaid system. Insure approval workflow of Medicaid, Tricare and Coverage Gap claims follows approval matrix and completes within payment due date cycle.

  • Work with internal and external auditors to address any control inquiries and provide responses to audit requests related to government programs.

  • Facilitate payment of annual Pharma fee invoice. Review preliminary invoice for accuracy and provide to GTN Lead and Treasury. Process final invoice to secure approvals by due date.

  • Oversight of all government program related activities (i.e., TX state Medicaid formulary additions, PHS 340B non-compliance disclosure letters, etc.).

Qualifications/Training

  • Bachelors Degree required

  • 8-10 years of relevant experience with government price reporting and federal contracting within the pharmaceutical industry.

  • In-depth knowledge of current government program statutes and regulations including Medicaid, Medicare Part B, Federal Supply Program, Public Health Services/340B Program, Tricare Retail Pharmacy Program, Coverage Gap Discount Program and current quarterly reporting requirements for the states for the Medicaid Drug Rebate Program.

  • Interested candidates must possess high ethical standards, strong verbal and written communication skills, and strong technical skills and must be flexible to handle changing priorities and tight deadlines.

  • Ability to lead and interact with all levels of personnel, including senior management.

  • Experience with Model N Flex Revenue Management software preferred.

  • Ability to use advanced Excel spreadsheet functions and formulas.

  • Able to work independently to start and persist with specific courses of action while exhibiting high motivation and sense of urgency.
