Credence Management Solutions, LLC (Credence) is seeking a C4ISR Architect and Intelligence Systems Subject Matter Expert (SME) at United States Indo-Pacific Command (USINDOPACOM) Joint Intelligence Operations Center (JIOC) for onsite support at Camp H.M. Smith and JIOC Makalapa in Oahu HI.

The SME will provide Architecture, Intelligence and Information Technology support to the INDOPACOM J2 JIOC’s mission of establishing the Joint Intelligence Architecture, providing day-to-day operational support of program requirements, architecture and intelligence needs among many customers in a joint operational environment that supports the mission of the USPACOM, the JFC mission and defines the Command, Control, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Architecture. This position will support the government customer in a team-based environment with an understanding of USINDOPACOM JIOC operational goals and objectives.

  • Brief and conduct Enterprise Architecture surveys of the existing C4ISR architecture at USINDOPACOM J2-JIOC, to include Operational, Systems and Capability Views. Support the documentation of organization’s processes, requirements and capability gaps. Assist the Government Program Manager in validating Operational Plans (OPLAN) requirements.

  • Update legacy systems architecture artifacts and expand architecture effort to include service components, sub-unified commands, intelligence community/combat support agencies, and allied & partner sub-architectures.

  • Document Mission Partner Environment (MPE) architecture interfaces with JIOC intelligence processes and systems requirements, identifying touchpoints and methods of transfer.

  • Document Intelligence IT requirements for Theater Campaign Plans/Theater Campaign Orders (TCP/TCO), OPLANs, Contingency Plans (CONPLANs), Functional Plans (FUNCPLANs) and Execute Orders (EXORDs). Develop and update appendices with intelligence architecture documentation required for INDOPACOM TCP/TCO in the appropriate Joint Operations and Planning Execution System (JOPES) format required to support the Joint Strategic Capabilities Plans (JSCP) and smaller plans/EXORDs.

  • Identify OPLAN capabilities, gaps and mitigation strategies. Convert current systems architecture into an operational/functional capabilities architecture, providing analysis on the effectiveness and efficiency of the organization.

  • Develop strategy and execute improvements to current Theater C4ISR Architecture with corresponding solutions and mitigation strategies. Develop IT solutions and plans that address how proposed objectives will be achieved and synchronized with the IC’s Planning, Programming, Budgeting and Execution (PPBE) and Joint Capabilities Integration and Development System (JCIDS).

  • Collaborate with other Combatant Commands, DIA and IC partners regarding JIOC architecture materials.

  • Accomplishment of related tasks as the Government Program Manager direct.

  • Active TS/SCI security clearance to start work, must be able to pass a CI Poly.

  • Bachelor's or Master’s degree in Political Science, Business or Computer Information Systems with 6 years of intelligence analysis experience, or substitute; in lieu of degree:

  • DoDAF 2.0 Architect trained and 8 years intelligence analysis experience, or

  • Other specialized training and 8 years of intelligence analysis experience

  • C4ISR Architecture experience utilizing DoD Architecture Framework (DoDAF) or similar

  • Intelligence Systems SME or IT Engineer with knowledge of unique issues of intelligence network domains (JWICS, DoDIIS, STONEGHOST, CENTRIX, et al)

  • Joint Intelligence Operations or Intelligence Analysis experience

  • Proven written skills and ability to provided verbal briefing to SES and Flag Officer

  • Highly Desired:

• Intelligence, Surveillance, & Reconnaissance Processing, Exploitation, and Dissemination (ISR PED), Collections, and/or Targeting expertise

• Experience planning, organizing and writing orders for COMMEX

• Specialized knowledge of the Intelligence Production Cycle

• COCOM Staff/JIOC Action Officer experience

• JOPES, JCIDS or IT/Intel planning experience

• DRRS, JCAs, UJTL, and JMETL awareness

• Self-starter with ability to conduct independent research
