Summary This is a Washington Army National Guard Title 32 Excepted Service Bargaining Unit Technician position: BUDGET TECHNICIAN Location: Washington G3 DCSOPS CAMP MURRAY, Washington 98430 Army National Guard Units Appointment Type: Temporary, excepted service Advertised as: ENLISTED Announcement may be used to fill one or more vacancies. Responsibilities A GS-0561-5/7, BUDGET TECHNICIAN: Develops and recommends procedures, objectives and processes pertaining to preparation and execution of the organizational budget. Reviews and consolidates budget estimates, taking into account issues, problems and conflicts within the budget program. Provides information and guidance on procedures, forms and documentation to support budget estimates. Persuades officials to revise estimates that do not conform to established guidelines or requirements. Maintains an accurate record of incoming and outgoing funds. Provides ongoing analysis and evaluation of budget status to ensure priorities and mission objectives are achieved. Projects program needs, taking into account funding variations and knowledge of organizational requirements. Prepares and updates status reports. Reviews, edits and ensures accuracy of reports prior to release to management officials. Other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Military Grades: E3-E6 Compatible Military Assignments: N/A - Applicants need not be assigned to the position or possess the MOS to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain MOS within 1 year of appointment action. - Participation in direct deposit is mandatory. - All soldiers, civilian employees, and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid Washington state and military driver's license. Must be able to obtain a Government Travel Card (GTC) and be able to attend all schools deemed necessary by the supervisor. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Army National Guard for continued employment. - Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. - May occasionally be required to work other than normal duty hours; overtime may be required. - The duties and responsibilities of your job may significantly impact the environment. Qualifications GENERAL EXPERIENCE: Required experience, education, or training involving analytical abilities; skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled. Ability to plan and organize work. Competencies in research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: GS-05 Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level or at least 6 months of experience working experiences with a validated understanding of the basic principles and concepts of the budget analysis occupational series and grade. Types of specialized experience may include interpreting and applying a variety of budget analysis regulations/instructions and guidelines. An understanding of the basic principles and concepts of the National Guard financial budget business program requirements. May include knowledge of budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices. Experience in administrative, professional or technical work that provided the opportunity to acquire knowledge of management principles, practices, methods and techniques. GS-06 Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level or at least 9 months of experience working experiences with a validated understanding of the basic principles and concepts of the budget analysis occupational series and grade. Types of specialized experience may include interpreting and applying a variety of budget analysis regulations/instructions and guidelines. An understanding of the basic principles and concepts of the National Guard financial budget business program requirements. May include knowledge of budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices. Experience in administrative, professional or technical work that provided the opportunity to acquire knowledge of management principles, practices, methods and techniques. GS-07 Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level or at least 12 months of experience with a validated understanding of the basic principles and concepts of the budget analysis occupational series and grade. Types of specialized experience may include interpreting and applying a variety of budget analysis regulations/instructions and guidelines. An understanding of the basic principles and concepts of the National Guard financial budget business program requirements. May include knowledge of budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices. Experience in administrative, professional or technical work that provided the opportunity to acquire knowledge of management principles, practices, methods and techniques. Education Education Requirements: High School Diploma or GED. Substitution of Education for Specialized Experience: Not Applicable. To receive credit for Education, you must provide transcripts or other documentation of proof to support your Educational claims. Acceptance of a Technician position will terminate these incentives. - Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. - Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).
