Position Purpose

What’s the role –

Shell Trading & Supply Distribution Operations (TSD Ops) organization manages the trading, supply, distribution, and shipping business within Shell globally. TSD Ops handles the worldwide distribution network with a global portfolio of assets. We handle over 6 million barrels per day or product movements; every day more than 3000 trucks lift fuel from terminals and other supply points delivering to 27,000 Shell Retail stations. Within TSD Ops, the Global Engineering function reports to the GM TS Engineering and is accountable for the delivery of the Capital Program for the terminals and associated infrastructure. TSD Ops is on the leading edge of Shell’s New Energy strategy. We work with Shell Stakeholders on the design of various New Energy projects including biofuels and, in the future, will operate LNG, RNG and CNG terminal facilities across the globe.

Project Manager has the primary responsibility for execution of Capital Projects from front end development (Define phase) to detailed design and construction (Execute phase) including procurement, construction, cost control and schedule management. Project Managers will adhere to Shell HSSE standards and the gated Project Work Process to deliver projects within safety, budget, schedule, and quality requirements. Project scopes include installing new equipment for truck and rail racks, marine facilities, and tank farms for both traditional terminals and new energy terminals. The United States Project team handles projects across the US with a high concentration of terminals and projects on each coast. This role will be based in Los Angeles, California and will work on projects at all LA Basin terminals (Carson, Mormon Island, Van Nuys and Signal Hill) as well as the Northern California terminals (San Jose and Stockton). This role may also work on RNG projects in the Northwest US if needed.

Roles & Responsibilities

  • Responsible for visible leadership in HSSE to drive Goal Zero

  • Report / Intervene any unsafe behavior or unsafe operating condition observed while working in the field/construction site(s).

  • Manages on average 12 simultaneous projects with competing priorities in various execution phases at Trading and Supply Terminals across the US

  • Manages a portfolio of projects with a combined multi-year Total Installed Cost (TIC) between $20MM to $40MM with individual projects up to $8MM.

  • Develops project scopes in collaboration with operations, process engineering and discipline representatives.

  • Facilitates project meetings to develop and review project scope, design criteria and discipline drawings.

  • Oversees engineering execution utilizing Service Agreement company or local Engineering companies.

  • Responsible for coordination with Shell Global Services regarding Project Assurance and Technical Assurance activities, and with Shell Corporate for legal, environmental, or other project activities.

  • Drives the approval by the appropriate technical authority of equipment specification and drawings.

  • Challenges scope creep and limits impact with willingness to escalate or to say no

  • Works with Project Services to develop project cost estimates and schedules for each phase and for final funding

  • Accountable for meeting project cost and schedule requirements

  • Maintains budgets and schedule forecast with assistance from Project Services.

  • Works with Contracts and Procurement to develop and implement a procurement strategy for each project

  • Assists with development of equipment and material bid specification, bid evaluation and selection.

  • Ensures delivery of specified equipment by facilitating shop inspections and factory acceptance testing.

  • Works with IPA (external auditors) to review and score projects against the specified criteria at multiple phases depending on the size/complexity of the project.

  • Coordinates Shell personnel and Contractors to assure that field activities are completed safely, on time, within budget and in accordance with the design requirements.

  • Sets the expectations for construction contractors to adhere to design standards and safety performance by spending time in the field.

  • Assist with start-up plans and procedures, provides technical support during start-up, supports training activities and assures documentation and knowledge transfer.

  • Provides appropriate files to maintenance and operations for historical record keeping and preventative maintenance planning

  • Creates or assembles all documents for project closure

  • Closes project financial accounts

Key Skills & Requirements:

  • Manages on average 12 simultaneous projects with competing priorities in various project phases (Front End to Operational Start Up) and with multiple stakeholder

  • Manage projects spread out across a geographical area and multiple states

  • Individual Project Total Installed Cost (TIC) ranges from $250K to $8M

  • Total annual spend averages $10MM

  • Total assigned multi-year Portfolio averages $20MM

Skills & Requirements

What we need from you –

  • Must have legal authorization to work in the US on a full-time basis.

  • B.S. Degree: Mechanical, Civil, Electrical, or Chemical Engineering

  • 8 -12 years of engineering work experience preferable in brownfield manufacturing, refining, or terminal environment

  • Minimum 7 years of experience as a Project Engineering or Project Manager

  • Experience on Capital Project using a gated work process for project advancement and authorization

  • Experience doing projects in Rail, Truck, Tank Farm and Marine Terminals is a plus

This role is based in the Los Angeles, California area working out of the Shell Trading and Supply Carson terminal with the flexibility to work from home one or two days a week.

Travel to the terminal locations is required, especially during construction, and could be up to 75% of the time.
