Job Summary

This job has a high level of complexity with high technical and programmatic risk. Complexity is determined by the technical and programmatic risk of the project and may not be a function of dollar volume or contract length.

Provides senior, experienced leadership and management to programs with exceptionally high client and/or Battelle impact and investment. Manages an extremely complex multi-year program or a portfolio of complex programs in a matrix organization which requires coordination of geographically dispersed project teams, multiple divisions, multiple business lines and multiple large subcontractors. This may include strategic program planning and development of portfolio execution plans, program schedule and performance reviews, managing major client expectations and leveraging existing client relationships to develop additional business opportunities for Battelle.

Responsibilities

  • Establishes major program oversight and reporting processes/systems that integrate cost, schedule, and technical performance of program. Oversees development of major program and/or portfolio plans covering the strategic business plan, technical content, program management best practices, and program execution support. Directs the utilization of policies and procedures to collect and review financial and performance information to determine project status, identify significant variances, and initiate corrective actions to achieve program objectives.

  • Manages cost, schedule and performance for a major Business Unit program. Establishes program and/or portfolio performance metrics that ensure control of program execution and adherence to the strategic business plan. Assesses the major program and/or portfolio impacts of scope, schedule and budget change requests and ensures that the requisite action is taken. Ensures that the program is maintained within the scope, budget and schedule of the baseline agreement and changes the baseline when appropriate client directed changes are approved.

  • Oversees the development of major program and/or portfolio metrics and baselines from customer needs, market trends and budget data assessment. Actively contributes to the Business Unit strategic plan.

  • Proactively communicates with clients to ensure they are an integral part of the project for clarification of requirements and regular assessment of implementation progress. Builds client relationships to sustain and expand business opportunities. Influences client opinion on future program direction. Influences customer’s business plans and priorities. Identifies high growth/value opportunities for Battelle with the client and establishes opportunity development capture plans. Positions Battelle to win follow on programs.

  • Develops and manages alliances. Identifies and develops close collaborative ongoing long term relationships and agreements between two or more entities with the intent of accomplishing mutually compatible organizational and program goals that would be difficult for each to accomplish alone.

  • Actively contributes to overall business development and proposal activities including the formulation of a win strategy and the establishment of the appropriate teaming partners in collaboration with Business Development staff. Establishes review procedures to ensure that proposed technical work can be accomplished as described within proposed cost, time and quality constraints. Coordinates the selection of proposal team member organizations (strategic partners, sub-contractors, universities, divisions, etc) and the efforts of the proposal team to formulate an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach at a competitive price.   • Directs systems engineering and technical tradeoff studies to specify cost-effective program and/or portfolio solutions and refine/validate Life Cycle costs. Monitors formulation of major program/portfolio solutions to provide continuous improvements and upgrades.

Responsibilities

  • Actively contributes to business unit strategic planning. Assists in the development of the business unit marketing plan, financial plan and human resources plan. Provides input to the required skill set mix required to execute major programs and/or project portfolio.

  • Guides project and task managers in using configuration management and control processes to manage project/program change. Establishes strategies for using EVM analysis in making project/program decisions to ensure timely and cost-effective delivery of specified services and products. Monitors the use of EVM analysis by managers to make responsible decisions about performance of subcontractors, partners and others. Ensures change management policies and processes to evaluate changes, examine options, and make responsible decisions regarding scope, schedule and performance change are followed. Ensures that control is exercised over budgets, acquisitions, schedules, configuration, risk, and technical performance throughout the program implementation process.

  • Recruits and selects program, project and task managers. Oversees and advises project and task managers as they structure and schedule interrelated program work activities to efficiently meet program goals.

  • Serves as an influential coach/mentor to project/program managers. Provides leadership to project/program managers on how to build coaching and mentoring relationships within their teams. Creates opportunities for professional networking and collegial interaction within the program and between business lines.

  • Has significant responsibilities in contract negotiation activities and has a thorough knowledge of contractual issues relative to the program being managed relevant to scope of the work, scheduling and subcontracts. Advises contract managers on program execution and delivery issues.

  • Represents Battelle to senior leadership in client organizations. Prepares and presents presentations to internal and customer senior leadership to provide reviews and updates on technical aspects, cost, and schedule.

  • Integrates safety policies and regulations into the program plan. Ensures that programs and projects conduct safety assessments. Establishes guidelines for ensuring that adequate safety assessments are performed.

  • Knows, understands and applies Battelle processes and procedures. Implements Project Management best practices and management policies. Understands, embraces and executes relevant Quality Systems and applicable industry regulations. Maintains a thorough understanding of and ensures compliance with applicable government and industry regulations.

Key Qualifications

  • Bachelor’s Degree and 12 years of relevant experience; or an equivalent combination of education/experience in a relevant field.

Preferred Qualifications

  • PMP Certification highly preferred.
