Small Business Liaison Officer/Procurement Compliance
KBR's National Security Technology Group (NTG) seeks a detailed and organized Small Business Liaison Officer to oversee engagement with our small business partners.
Job Duties/Responsibilities
Job duties and responsibilities may include but are not limited to the following:
Facilitate achievement of the overall socio-economic goals and objectives of the National Security Technology Group (NTG)
Emphasize excellent customer service by playing an active role in ensuring NTG provides a high level of service both to its internal and external customers
Complete the reporting process for reports required by client contracts (e.g., Federal Funding Accountability and Transparency Act (FFATA), Individual Subcontract Reports (ISR), Summary Subcontract Reports (SSR))
Run, extract, and analyze subcontract data and reports to assist various departments
Support requirements and processes to monitor and measure progress against small business goals.
Engage programs and projects with innovative solutions to improve performance and increase Small Business participation
Monitor and maintain the lower-tier subcontract reporting process, including coordination with procurement and tracking subcontractor submittals and performance
Review and recommend changes to policies and procedures relevant to the small business program
Identify and implement process efficiencies using technology tools.
Provide support to Program and Project teams in relation to client socio-economic initiatives
Assist with Defense Contract Management Agency (DCMA) and Small Business Administration (SBA) Small Business Program audits
Maintain and update the Federal Small Business Program’s internal Small Business SharePoint site
Collaborate with business development and proposal teams to support proposal efforts
Assist in identifying team partners in various small business categories and geographies
Assist in vetting small business partnerships including ordering Dun & Bradstreet reports to support the vetting process
Develop and modify Small Business Subcontracting Plans and Participation Plans in deadline-driven environments as required
Develop and manage an award nomination program for KBR and its subcontractors
Develop and conduct training for internal employees and departments
Perform outreach and assist and educate the small business community on how to do business with KBR, including how to register as a new supplier
Represent KBR on occasion at select supplier diversity events
Stay apprised of updates to and comply with all laws, rules, and regulations
Perform routine internal audits on purchase order and subcontract files for adherence and compliance with KBR Policy, Public Law, FAR, DFARS and DCMA CPSR guidance.
Assist in preparation of purchase order and subcontract files for DCMA, DCAA, SOX, AS9100, ISO and SBA audits
Perform reviews of procurement policy and procedures for updates, revisions amendments and streamlining/efficiencies
Prepare and Facilitate Procurement and Small Business Training
Assist with implementation of Best Practices and Harmonized Process and Systems.
Basic Qualification:
Bachelor’s degree and at least five (5) years’ experience in Federal contracting or procurement, diversity and inclusion, or data analysis
Understanding of FAR Small Business Program requirements
Advanced skills in Microsoft Word, Excel, and PowerPoint
Comprehensive understanding of FAR specifically Parts 19 and 52
Experience submitting FFATA reports, ISRs, and SSRs in the FSRS/eSRS Government systems
Experience writing Small Business Subcontracting and Participation Plans
