WHAT YOU NEED TO KNOW (Job Overview):

Oversee, through a team to include both paid and volunteer workforce, the successful implementation of the volunteer-led disaster cycle services program throughout the region in alignment with established program standards. Responsible for a significantly higher number of steady state responses. Ensure employees and volunteers within a region are assigned specific relationship management responsibilities with community-based, non-governmental and faith-based organizations supporting disaster services, and key emergency management staff (i.e., relationship management). Serve during times of disaster in an operational leadership role for any scale of disaster. Participate in a leadership role on larger operations for region, division, or nationwide. Responsible for local government partnerships, measurement and evaluation, information dissemination, preparedness, readiness, and response management. Drivers for this work include the number of municipalities within its coverage area, the amount and complexity of program activity, presence of significant grant funding, geography, risk, population, frequency of events, and regional structure. Provide support, development, and leadership guidance to all volunteers. Support and guide disaster employees to accomplish mission work through meaningful engagement of volunteer workforce.

Perform all duties and responsibilities in alignment with the Fundamental Principles and in compliance with standard operating procedures and other applicable Federal, State, and local regulations.

The candidate must reside no more than 1 hour away from our Chicago, IL chapter. There is 40% travel and must be able to deploy 1x a year nationally to disaster operations. A current, valid driver's license with good driving record is required.

WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):

    1. Empower Volunteers: Oversee and manage an employee and volunteer team responsible for the implementation of volunteer-led disaster services programming throughout the region. Ensure disaster services are delivered in a rapid, accessible, and equitable manner to meet the urgent, disaster-caused needs of our clients, with a focus on frontline communities.
    1. Lead the Program: Lead the successful implementation of the entire disaster cycle services program in alignment with Fundamental Principles and established program standards. Monitor, collect and analyze business data to improve services to individuals and communities. Work with regional leadership to create and improve plans for successfully meeting disaster services programmatic vision. Provide feedback and recommendations to support the continuous improvement process.
    1. Mission Capacity Building: Champion and drive the development of regional Disaster Leadership Volunteers, including volunteer partners, to meet specific responsibilities as part of their work in disaster readiness, preparedness, response, and recovery. Develop and support disaster volunteers who are the primary workforce, and representative of the communities they serve. Lead and empower a diverse team of volunteers and employees. This includes, but is not limited to, hiring, training, coaching, delegating, coordinating, and evaluating and managing performance to ensure a well-qualified, empowered team and enhance programmatic success.
    1. Engage Community: Lead regional efforts to mobilize communities and engage partners to prepare for, respond to, and recover from disasters and emergencies. Serve as Facilitative Leader and the Disaster Cycle Services Face of the Red Cross at the executive level. Ensure inclusion of diverse stakeholders across the disaster cycle. Coordinate community engagement activities alongside regional and chapter leadership, disaster program management, community volunteer leaders, and all other business lines to ensure the Red Cross is the most trusted disaster services provider.
    1. Manage in a Matrix: Build relationships and collaborate in the matrix management environment with internal partners, including employees and volunteers. Cultivate transparent communication and collaboration between lines of business to meet shared goals and objectives, including timely and effective service delivery and community presence. Provide situational awareness to senior regional readership regarding disaster services performance, policy, and program doctrine. Communicate and partner with regional disaster management in contiguous regions.
    1. Know Your Communities: Act as the regional disaster executive. Prospect and partner with state leaders of organizations supporting frontline communities and community resiliency before, during and after disasters. These include community-based and faith-based organizations supporting disaster services, key emergency management and government entities, and other leaders in the field of disaster services. Lead, and ensure region is implementing national initiatives that address the evolving needs of communities in the face of disaster related challenges.
    1. Read to Respond: Initiate, scale, coordinate and manage disaster relief operations in the region in alignment with the Disaster Cycle Services Concept of Operations. Serve during times of disaster as a leader for the region, upon completion of training requirements. Deploy and participate in operations outside of home region. Perform all assigned responsibilities under "grey sky" requirements with potential for
  • deployment as directed.

  • Scope

  • Establish policies appropriate for the function. Interpret and recommend modifications to company-wide policies and practices. Job level is also determined by additional factors including regional disaster risk assessment, which contributes to job complexity.

    WHAT YOU NEED TO SUCCEED (Minimum Qualifications ):

  • Education: Bachelor's degree required.

  • Experience: Minimum 10 years of related experience or equivalent combination of education and related experience required.

  • Management Experience: 7 years of management experience of paid or volunteer workforce.

  • A current, valid driver's license with good driving record is required.

  • Skills & Abilities:

  • Proven track record of collaboration, facilitation, problem solving, leadership and partnership engagement. Demonstrated experience leading high-performing volunteer teams and effectively engaging and mobilizing communities and community-based organizations. Proven ability with analyzing, interpreting, and acting on business analytics, planning, technical writing, public speaking, project management, data entry and management, and process improvement. Ability to handle multiple priorities effectively, assimilate information quickly, analyze problems and implement solutions appropriately. Ability to work independently while developing and motivating a high functioning team of employees and volunteers as well as have excellent interpersonal skills in dealing with all levels of employees and volunteers across the enterprise. Excellent oral and written communications skills, including training, presentation and negotiating skills. Experience with budget management, oversight, and compliance. Must be analytical, customer oriented, flexible, organized, and able to operate with an orientation toward solutions, an external focus, and team orientation. Ability work outside of regular duty hours including nights and weekends. Familiarity with program guidance and standards required. Proficiency in standard office technology tools such as cell phone, laptop, and Microsoft Office applications (Outlook, Word, PowerPoint, Excel). Ability to work on a team.

  • Travel: Travel is required. Deployment to disaster operations outside the region may be required.

  • *Combination of candidate's education and general experience satisfies requirements so long as the total years equate to description's minimum education and general experience years combined (Management experience cannot be substituted).

The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
