Description of Job

The Office of Human Resources benefits department administers and directs the Workers’ Compensation and Risk Management programs for the DOC. This includes development of goals and objectives to successfully accomplish the mission of the department providing liaison and matrix functions to internal and external stakeholders. This unit develops, evaluates, and applies policy and procedures to ensure compliance to standards, codes, and regulations.

Responsibilities include, but are not limited to:

  • Provide case management and guidance to employees with work-related illnesses/injuries and assist these employees through care and individual follow-up;

  • Determine appropriate action on Worker's Compensation claims, associated Short Term Disability, Family and Medical Leave, transitional/modified duty, and other related employee benefits;

  • Educate and guide employees and supervisors regarding program policies, procedures, state and federal laws;

  • Administer rules, regulations and procedures regarding State Worker's compensation (W.C.), Family Medical Leave Act (FMLA), HIPAA, and Donated Annual Leave;

  • Collaborate with medical professionals to ensure that employees return to work safely with proper work functions for their medical restrictions;

  • Case manage all claims to completion to include developing and implementing transitional/modified duty for employees;

  • Analyze and trend incidents/damages and work-related injuries/illness data;

  • Author reports on trending data regularly to management, appointing authorities, and safety professionals;

  • Determine preventative strategies in collaboration with management, appointing authorities, and safety and health professionals;

  • Initiate accident/incident investigations when determined necessary;

  • Conduct Fitness for Duty procedure for employees when determined necessary;

  • Administer rules, regulations & procedures regarding FMLA;

  • Track FML and Short Term Disability (STD) as it relates to job protection;

  • Conduct Finding of Fact meetings as needed;

  • Administer rules, regulations & procedures regarding the Donated Leave Program;

  • Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Requirements:

Six (6) years of full-time professional experience performing Human Resources functions as your primary work assignment.

OR

A bachelor's degree from an accredited college or university AND two (2) years of full-time professional experience performing Human Resources functions as your primary work assignment.

OR

A combination of coursework and professional experience in Human Resources, Corrections, or Criminal Justice that equals (4) four years AND two (2) years of full-time professional experience performing Human Resources functions as your primary work assignment.

*Professional experience involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field and continuously studied to explore, extend and use additional discoveries, interpretations, and application and to improve data, materials equipment, applications, and methods.

Substitution for Education: Experience in Corrections, Criminal Justice or Human Resources that provided the same kind, amount and level of knowledge acquired in the required education and demonstrating competencies equivalent to the competencies learned through completion of the required education may be substituted on a year-for-year basis for the bachelor's degree.

A master's degree in Human Resources will substitute for the required experience on a year-for-year basis.

  • Experience in process Improvement to identify and recommend areas for enhancement;

  • Fluency in the English language with the ability to interpret and explain both verbally and in writing complex rules, regulations, policies, procedures and guidelines;

  • Ability to handle a large workload;

  • Ability to self motivate .

Preferred Qualifications:

  • Relevant years of state service;

  • Familiarity and working experience in accounting and finance;

  • Knowledge and experience working with state governmental payroll systems and applications such as Colorado Operations Resource Engine (CORE), Colorado Personnel Payroll System (CPPS) and Benefit Solver;

  • Experience completing multiple projects simultaneously with on-going, frequent, deadlines;

  • Working experience in FMLA, STD and Worker's Compensation, Benefits and FAMLI;

  • Experience computing time keeping with shift work;

  • Experience working in a correctional environment with knowledge of correctional operations.

  • Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension , relevant competency assessments and written/practical exams in Defensive Tactics;

  • Possess the physical ability to successfully complete Defensive Tactics;

  • Lift arms above head and kick as high as own waist;

  • Stabilize another person to accomplish a controlled take down;

  • Use arms, palms of hands, shins, and feet to deliver blows;

  • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

  • Swing a baton in a striking technique;

  • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

  • Get down on one or both knees and up again with multiple repetitions;

  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;

  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;

  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;

  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;

  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;

  • Willing and able to travel;

  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;

  • TB (tuberculosis) screening is required of all new employees upon hire;

  • Employees may be required to submit to regular serial testing and reporting for COVID-19.

    Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

    The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.

    Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
