The Opportunity

As a dedicated Director, Program Manager, you will lead and manage resources for efficient and effective program or work effort(s) management. Responsible for departmental program oversight to include mentoring and directing program and / or teams of project managers, assigning individual program / project manager responsibilities, and identifying and resolving appropriate business plan and integration issues. Ensures execution of efforts are aligned and integrated with corporate and line of business strategies, plans, programs, and initiatives. Adheres to EPMO processes, procedures, controls, standards, tools, and templates (as required). Supports cross-functional teams in the development and execution of change plans in accordance with USAA’s change methodology or industry best practices.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, or Tampa, FL OR This position can work remotely in the continental U.S. with occasional business travel.

Relocation assistance is not available for this position.

What you'll do:

  • Accountable for the development and integration of multiple business programs, associated work efforts, and discrete work efforts to achieve strategic business goals and operational objectives.

  • Lead the overall program and / or work efforts road map which includes multi-million-dollar complex, strategic programs within a portfolio(s).

  • Facilitate sequencing, prioritization, and scheduling for programs, lead program scope, schedule, and budget.

  • Participate in work effort closure activities to determine benefit / business impact realization to include retrospective management.

  • Provide consultation to program executives and senior / functional area management across USAA to plan and implement departmental programs and make recommendations for operational improvements to ensure they are effective.

  • Stay on top of industry trends and standard processes and on developing business strategies, identifying benefits, and defining alternatives across USAA programs and / or work efforts.

  • Build and lead a team of employees for assigned functional area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities.

  • Adhere to governance rigor required for work efforts.

  • Drive the adoption and sustainment of changes within the organization.

  • Ensure risks associated with business activities are identified, measured, and controlled.

What you have:

  • Bachelor’s degree: OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

  • Minimum 8 years' project and / or program management experience, including experience defining a new program and/or leading large-scale projects.

  • Minimum 3 years' direct team lead or management experience.

  • Experience using Waterfall or Agile methodologies to implement program strategies and deliver complex work efforts.

  • Advanced understanding and demonstrated application of risk management policies and procedures.

  • Comprehensive knowledge of program management methodology and techniques and program performance evaluation.

  • Proficient experience in USAA’s change management methodology or similar industry change management methodology.

  • Extensive experience developing, maintaining, and reporting on large cost work effort(s) / program budgets.

  • Experience working with highly complex regulatory matters.

  • Experience working with governance of Financial Crimes.

  • Knowledge of federal laws, state laws, rules, regulations, and applicable guidance, to include: UDAAP, FCRA/Reg V, TILA/Reg Z, BSA/AML, EFTA/Reg E, Reg CC, OCC Heightened Standards, and state laws applicable to the fraud organization.

  • Advanced understanding of the Issues Management process and demonstrated application of knowledge, skills and abilities towards work products and deliverables associated with Issues.

  • Ability to think outside the box and help champion a culture of passionate member service, process excellence, and risk management.

  • Strong communication skills with demonstrated ability to deliver presentations and communicate information in a way that is easily understood by varying audiences.

  • US military experience through military service or a military spouse/domestic partner.

What we offer:

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The salary range for this position is: $138,230.00 - $264,200.00 .

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
