Maury County Government Youth Services Director in Columbia, Tennessee

Nature of Work This is very responsible legal, administrative and supervisory work assisting juveniles and their families who are assigned to or seek the services of the Maury County Juvenile Court System. The incumbent supervises a Youth Service Officer, Intensive Probation Officers and administrative staff who work with juveniles placed on probation by the courts and assist with troubled juveniles identified by the school system, law enforcement personnel and/or their families. Additional responsibilities include assisting departmental staff with crisis management, counseling and providing other assistance to juveniles and their families and/or guardians, overseeing the intake of juvenile offenders and coordination of special programs and foster care reviews, and maintaining contacts with school personnel, social service agencies and law enforcement personnel. The incumbent is continuously on call and works closely with the Juvenile Court Judge(s) to assist with dockets, provide information and make recommendations regarding juveniles under their supervision. Activities associated with the job require an extensive background in assisting troubled youth, thorough experience working with local and regional social service agencies and juvenile court systems, considerable supervisory experience, and significant organizational, interpersonal and decision-making skills. Job performance is evaluated by the Juvenile Court Judge(s) through review of the decisions made in response to case management activities, knowledge of juvenile court proceedings and resources available in the community to assist troubled youth, ability to effectively supervise and direct the activities of staff, ability to respond effectively to crisis situations, and organizational and interpersonal skills.

Illustrative Examples of Work -Establishes and implements operational policies and procedures for the Maury County Juvenile Court Services office and ensures that staff consistently adheres to established rules and regulations. -Assists with preparing the Maury County Juvenile Court Services annual operating budget and monitors revenues and expenditures to ensure compliance with budgetary line items. -Interviews and hires new employees, trains them in operating policies and procedures and supervises and directs their daily activities. -Oversees and assists with intake duties including receiving complaints and allegations of delinquency, unruly and/or criminal behavior and determining whether or not to commence legal actions and/or proceedings. -Supervises and assists with conducting arraignments with juveniles, explaining the charges against them, setting court dates and referring them to supportive services when appropriate. -Assists with establishing the juvenile court docket and ensures that staff is available to advise juvenile defendants of their charges, rights and options. -Maintains records of job related activities and submits required reports and other documentation to the Commission of Children and Youth and/or the Tennessee Council of Juvenile and Family Court Judges. -Facilitates the Foster Care Review Board, assists with compiling and maintaining lists of foster children to be reviewed by the board and recruits and trains volunteers. -Assists with conducting investigations, preparing reports and making recommendations to judge(s juvenile jurisdiction when necessary. -Oversees the Community Service Program for juveniles assigned to community service and ensures that all placements are meeting established program goals and objectives. -Investigates potential grant funding to support and/or enhance Juvenile Court operations and prepares and submits grants when appropriate and feasible. -Assists departmental staff with making decisions regarding whether or not a juvenile should be held in custody and/or the terms and conditions of their release. -Participates and or delegates participation to staff on a number of boards and teams including the Foster Care Review Board, Child Protective Investigative Team, Child Abuse Review Team and Child Fatality Review Team. -Assists children attending County schools that may be in crisis and/or experiencing difficulties at home or at school and/or refers them to the appropriate social service agency for assistance. -Intervenes in crisis situations with juveniles and their families and/or guardians to attempt an optimal resolution of their problems. -Assists administrative support staff with performing data entry when necessary. -Attends workshops and seminars to meet TCCY guidelines for required annual training. -Consults with school personnel, social service agencies, mental health organizations, law enforcement personnel and local officials to obtain information and determine methods of assisting juveniles and/or their families. -Counsels juveniles and their parents/guardians in an attempt to alleviate existing and/or potential problems or destructive behaviors and encourage progress toward established goals. -Conducts drug screens in accordance with established practices and protocols. -Confers with the Juvenile Court Judge(s) to provide information and makes recommendations regarding the status and treatment of juveniles on their caseload. -Performs duties outlined in TCA 37-1-106 as needed. -Performs related duties as required.

Necessary Requirements of Work Graduation from an accredited four year college or university with a Bachelors degree in Social Services, Criminal Justice, Psychology or related field; extensive experience working with troubled youth and adolescents; extensive knowledge of the laws pertaining to juveniles regarding criminal offenses, custody, probation and state supervision; thorough experience counseling and providing supportive services to juveniles and their families; excellent organizational, interpersonal and decision-making skills; thorough experience working with juvenile court systems and school systems and supervising the activities of support staff; experience preparing operating budgets and grant applications; or any equivalent combination of education and/or experience to provide the following knowledge, abilities and skills: -Extensive knowledge of state and federal laws pertaining to juveniles regarding criminal offenses, custody, confidentiality, emancipation, probation and incarceration. -Extensive knowledge of treatment options available in the community to address mental health needs, chemical dependency issues and family dynamics. -Extensive knowledge of contemporary counseling techniques utilized for youth, adolescents and families. -Extensive knowledge of adolescent behavior and development and the testing techniques available to diagnose juveniles and/or family members. -Thorough knowledge of school systems regulations, policies and procedures pertaining to suspension, behavior and discipline. -Thorough knowledge of mediation and crisis management techniques utilized for dysfunctional families and deviant behavior among children. -Thorough knowledge of drug testing procedures and protocols. -Thorough knowledge of effective supervisory techniques and practices including the selection, evaluation, discipline and/or discharge of employees. -Thorough knowledge of budgeting guidelines and procedures including effective systems for monitoring the receipt and expenditure of funds. -Thorough knowledge of grant application and submittal processes and procedures. -Considerable knowledge of grant application procedures, guidelines, funding sources, etc. -Ability to develop and implement effective operational policies and procedures to ensure compliance with existing statutes and regulations. -Ability to successfully
