Job Summary

Participates in contract activity with moderate to high risk to the business unit. Contract activity may be non-routine and require development of specialized contract vehicles and techniques to accomplish business goals and objectives. Generally involves independent judgment and analysis of significant issue identification and resolution. May recommend development of new contract processes or assessment of required deviations from established norm. Applies Battelle policies, procedures and practices to the business situation. Acts as a resource for advice, counsel and guidance. This position is open to remote work.

Responsibilities

  • Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations and Battelle policies. Drafts, develops, negotiates and administers contractual agreements for assigned programs.

  • Coordinates proposal issues requiring the expertise of other groups, proposes solutions to problems encountered in negotiations and assists in solving problems that may arise during contract performance. Supports negotiation of agreements of moderate to high complexity, as required. Acts as the client interface during negotiations and contract management.

  • Analyzes requests for proposals from general policy, business, financial, contractual and risk perspectives. Significantly contributes and may lead the development of the proposal and/or contracting strategy.

  • Assists in the development of business strategies in partnership with internal clients.

  • Ensures all required proposal reviews, concurrences and approvals are obtained before a proposal is submitted to a client.

  • Reviews proposal and contracting data entered into company system(s) for completeness and accuracy.

  • In conjunction with other business support staff, responds to unusual or potential business and contractual performance problems and makes recommendations for corrective action.

  • Assists in Contract Closeouts, including document closeout, management and development of reports for department and internal client review.

  • Assists senior staff and may lead in identification, development and implementation of new contract policy and processes.

  • Supports and may lead cross-functional process improvement initiatives.

  • Assists in the mentorship, training and development of junior contracting staff.

Key Qualifications

  • Bachelor’s degree; eight years of relevant experience; or an equivalent combination of education and or experience in a related field.

  • Detailed knowledge of IDIQ, CPAF, CPFF, FFP, T&M and LOE types of contracts, and/or experience in international contracting, joint venture formation, strategic partnering, or other complex contractual arrangements.

  • Ability to draft moderate to complex, non-routine contractual instruments.

  • Demonstrated knowledge of Federal Acquisition Regulation and/or Uniform Commercial Code procedures/transactions.

  • Excellent working knowledge and experience with the interpretation and application of current Federal Acquisition Regulations, CPSR and/or Uniform Commercial Code procedures/transactions.

  • Excellent understanding of corporate policies and procedures, coupled with ability to identify and interpret procedures to others.

  • Excellent knowledge of contracting concepts, Uniform Commercial Code, applicable public contract acquisition law and regulations, and applicable international contract law.
