Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.

Scope of Position:

This position is responsible for developing and executing a robust EH&S strategy for the plant. Duties include communicating EH&S programs/policies and direct supervision of several employees. The Concord EH&S manager will drive the plant culture towards continuous improvement in overall plant environmental and safety performance. He/she will develop, implement, and enforce site specific programs to maintain compliance with applicable federal, state, local and corporate safety standards as well as develop a continuous improvement culture that is data-based and incorporates active employee involvement.

Key Responsibilities:

  • Ensure compliance with all plant, corporate and OSHA/EPA policies and regulations.

  • Be a change agent to drive continuous improvement in overall EH&S performance through programs such as employee engagement, hazard recognition / elimination, pollution prevention, behavioral based safety, etc.

  • Lead the plant processes to set annual targets and drive necessary actions to meet and exceed targets.

  • Maintain metrics of plant EH&S performance and provide monthly reporting.

  • Develop, implement, and track annual site EH&S plan actions.

  • Utilize data collected to develop specific programs and initiatives to improve performance.

  • Develop and maintain plant emergency response plans and ensure appropriate training.

  • Attend division / corporate meetings and calls representing the interest of the plant.

  • Work with internal and external groups to coordinate plant EH&S audits, evaluations, and inspections. Ensure timely corrective action for discrepancies.

  • Ensure effective delivery of all EH&S related training with compliance to all applicable plant, corporate and OSHA standards, and maintain all OSHA logs and required recordkeeping required by regulation.

  • Ensure / lead investigation of work-related injuries in conjunction with supervisors / managers, along with action planning to prevent reoccurrence.

  • Coordinate reporting, tracking, and trend analysis of workplace injuries when they occur and ensure corporate reporting standards are followed.

  • Maintain existing SDS system and ensure new materials and products have appropriate SDS sheets and training.

  • Perform analysis and recommend improvements to equipment and processes to improve safety and prevent accidents.

  • Lead and support the Process Safety Management requirements to ensure compliance with OSHA federal regulation.

  • Knowledge of ISO45001/14001:2015 and other relevant regulations and standards.

Travel Requirements:

Minimal < 5%

Hours of work/work schedule:

Monday - Friday; 40+ hours per week; nights or weekends as required to support 24x7 manufacturing facility.

Required Education:

Bachelor of Science (MS preferred) Environmental/Occupational Health/Safety. Alternate degrees will be considered with demonstrated manufacturing experience in safety engineering.

Required Years and Area of Experience:

Minimum - 5 years of experience in a safety & health role

Required Skills:

  • Strong leadership and supervision skills including demonstrated verbal/written communication skills and the ability to develop a vision and strategy.

  • Process Safety Management certification.

  • Extensive knowledge of EH&S regulations.

  • Experience with risk and statistical analysis.

  • Computer Skills, Microsoft package and SharePoint.

Desired Skills:

  • Certified Safety Professional (CSP) preferred.

  • EH&S work experience in a heavy industrial facility.

  • Good time management and organization skills.

  • Experience in air and water permit application preparation.

Soft Skills:

  • Motivated team player - ability to work in a team environment.

  • Ability to communicate and interface effectively with all levels of the organization.

  • Ability to “read the room” and adapt.

The range for this position is $130,487.00 - $179,420.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education. The benefits available for this position are dependent on hours worked and may include medical, dental, vision, 401(k) plan, pension plan, life insurance coverage, disability benefits, and PTO.
