M&S Consulting Deputy Program Director of Planning – Civil Landside in Dallas, Texas

Job Summary:

  • Under general direction of the Program Director and Planning Manager, participate in short and long-term planning projects addressing airport development, airfield infrastructure, and land use needs.

  • Participates in and supports civil landside related projects, prepares conceptual and functional plans to support various planning topics.

  • Will be required to apply Airport Planning principles to analyze and recommend airfield improvements, operational/capacity improvements, capital planning updates, and aviation facility development.

  • Responsible for providing documentation and graphics support, as required, for the administration and execution of each project.

  • Supports the organization in cross functional collaboration on projects.

Job Responsibilities:

  • Reviews airport development projects in reference to FAA, TxDOT, NCTCOG guidelines, and Airport design standards. 

  • Supports department in executing planning studies; manages day-to-day activities of the Planning Division. 

  • Works with consultants conducting short- and long-range airport planning studies; develops planning study, design and schedule; supervises and monitors study progress. 

  • Responds to telephone and written inquiries from other departments, developers, tenants, special interest groups and the public regarding planning projects. 

  • Draft submittals, letters, position papers, and reports related to planning projects. 

  • Ability to produce exhibits, drawings, and document support in AutoCAD or AviPLAN for planning analysis. 

  • Lead development of work projects that are required to reconfigure the airfield for optimum efficiency and to establish airfield capacity requirements. 

  • Assists in the planning, administration, and implementation of a variety of planning and development programs to ensure compliance with and other related laws, standards, and regulations.

Required Skills:

  • Bachelor’s degree in Public Administration, Planning, Urban Design, Architecture or related field. A Master’s degree or possession of an A.I.C.P. certificate is desirable. 

  • Minimum four (4) years of increasingly responsible experience in planning, land use, construction/building processes is preferred. 

  • One (1) year of experience in airport planning and development and/or project management. 

  • Must be able to pass security clearance requirements and background check. 

  • Possession of a valid driver’s license suitable for operation of company vehicles. 

  • Knowledge of the design, planning, engineering, architectural and contractual requirements of large and diverse commercial/industrial and public works construction projects. 

  • Skill in utilizing office software programs such as Microsoft Word, Microsoft Outlook, Excel, Oracle, Power Point, and Microsoft Project. 

  • Ability to research, interpret, apply, and evaluate new service delivery methods and techniques; apply and enforce applicable Federal, State, and local policies and regulations. 

  • Communicate effectively, orally, electronically, and in writing. 

  • Proven success in analyzing complex administrative problems, evaluating alternatives, resulting in effective, efficient, and creative recommendations. 

  • Knowledge of the administrative principles, practices and methods of operating a planning program

Preferred Certifications:

  • A Master’s degree or possession of an A.I.C.P. certificate is desirable.

Education Requirement:

  • Bachelor’s degree in Public Administration, Planning, Urban Design, Architecture or related field. A Master’s degree or possession of an A.I.C.P. certificate is desirable.

Years of Experience:

  • Minimum four (4) years of increasingly responsible experience in planning, land use, construction/building processes is preferred. 

  • One (1) year of experience in airport planning and development and/or project management.
