ADVANCEMENT OPPORTUNITIES Environmental Technician,Senior Environmental Technician, Supervisor Environmental Services Coordinator

POSITION SUMMARY This position, under supervision, conducts routine monitoring of the collection system interceptors, points of entry, metering stations, and industrial sources. Operates automatic sampling and flow monitoring equipment in the collection of water and wastewater samples from the collection system and receiving streams to assure water quality and discharge compliance of industrial users and customer jurisdictions with contractual and regulatory requirements. Performs manual work associated with various assigned field tasks such as maintaining and calibrating field equipment, while exercising independent judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Performs field sampling and monitoring duties, maintains proper sample handling, transportation procedures and chain-of-custody records, as required for collection system and receiving stream monitoring studies.

  2. Responsible for preparation, set-up and installation of automatic sampling monitoring equipment and portable flow measuring devices for collecting flow data for preparing flow proportional composite samples.

  3. Performs basic field and laboratory analysis, which may include H2S, pH, temperature, TSS, gravimetric tests and dissolved oxygen, on water and wastewater samples according to procedures.

  4. Performs monitoring and surveillance activities of the collection system, which may include visual inspections, internal television inspections and smoke testing.

  5. Observes, records and reports all potential problem areas and any unusual or accidental spills and discharges into the collection system or receiving streams.

  6. Performs, as directed, visual surveillance of the entire collection system for discharges, sunken areas, ground cracks along pipeline routes, vandalism, structure damages, etc.

  7. Performs various assigned routine maintenance and field tasks, such as the cleaning and removal of line blockages, replacing manhole ring/covers and system repair duties.

  8. Maintains daily logs, analysis reports, work orders, and inspection reports.

  9. Maintains neat appearance of vehicles and equipment and performs scheduled inspections to ensure proper operations.

  10. Observes safe work practices through the use of proper safety equipment and procedures.

  11. Assigns specific duties to more junior level Environmental Technicians and provides general guidance and training on collection system activities.

SUPERVISORY RESPONSIBILITIES May act in a mentor capacity for more junior level Environmental Technicians.

FINANCIAL RESPONSIBILITY No significant financial responsibilities.

QUALIFICATIONS

EDUCATION (required level of education) High School diploma or GED.

EXPERIENCE (minimum years and types of related experience required) Two years of experience in related water/wastewater collection system preferred. One year of experience in related water/wastewater collection system in conjunction with 60+ hours of approved training credits. Training credits must include Basic Wastewater, Collection Systems and Wastewater Laboratory.

CERTIFICATES, LICENSES, REGISTRATIONS (any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain) Valid Texas driver's license. Ability to obtain a Texas Commission on Environmental Quality (or predecessor agency) Class I Wastewater Collection System Certificate of Competency with adequate training.

KNOWLEDGE (Info mation or facts than employee must know in order to be able to perform the work) Must be observant and detail oriented. Must possess a good knowledge of wastewater collection systems, line surveillance, system drawings, location maps, sampling equipment, flow measurement concepts and basic laboratory techniques. Knowledge of Microsoft Office applications.

SKILLS AND ABILITIES (developed capability to use or apply knowledge effectively or dexterity/coordination in the performance of physical tasks)

Must be able to conduct sample monitoring, interpret results and identify equipment malfunction with little supervision. Ability to understand and carry out oral and written instructions. Must have good attention to details and the ability to perform basic mathematical calculations, and have the ability to effectively communicate and document field observations.

GUIDANCE RECEIVED Receives some supervision and standard procedures from direct supervisor. Follows standard procedures and/or detailed instructions for each task or assignment; any situation that calls for something different is referred to a supervisor or more senior position.

WORKING CONDITIONS Working hours may vary according to needs. Working conditions include exposure to adverse weather, odor, noise, chemical hazards, gases and dust, standing for prolonged periods of time, walking up and down several flights of stairs, climbing and descending ladders, working at heights, and working in tight or confined spaces.

TOOLS AND EQUIPMENT USED Hand tools, various types of mechanical and automatic sampling equipment, cameras, testing equipment/kits, field meters, laboratory equipment, chemical preservatives, authority vehicles, general and/or specialized material handling equipment, standard construction equipment, etc. Subject to the use of respirators, SCBAs, PPE, and other safety equipment as required.
