Environmental Protection Agency Management Analyst in District of Columbia, District Of Columbia

Responsibilities This position is assigned to the U.S. Environmental Protection Agency (EPA); Office of Inspector General (OIG); Office of Information Technology (OIT). The incumbent serves as the management analyst assigned to the Assistant Inspector General for Information Technology. In this capacity, the incumbent plans, administers, and coordinates administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services. Major duties include, but are not limited to: Provides advice and counsel on a range of administrative and operational management support issues, policies, programs, objectives, and plans. Assist with providing coordination, direction and policy interpretation, and guidance for the preparation, revision, monitoring, and evaluation of office budget estimates and full-time equivalent (FTE) needs. Supports the planning and conducting analytical studies of organizational elements and work to identify problems and approve resource utilization, administrative support, and management effectiveness. Serves as the office’s advisor and liaison on human resources matters by coordinating organizational needs with human resources office requirements; directing the initiation of personnel actions; and facilitating the accomplishment of various human resources management programs. Provide support in preparing internal and external correspondence, letters and memorandums; prepares and transmits non-sensitive information and other (e.g., personnel matters, un-restricted agency/contract data, and/or matters subject to attorney-client privilege) to the appropriate office. Handles contracting, procurement, and interagency agreements (IAGs) for OIT. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. Selectee must be able to obtain and maintain FAC-COR II certification. Qualifications You may qualify for the GS-11 grade level, if you possess: A Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such degree. --OR--- At least one year of specialized experience equivalent to the GS-09 grade level performing the following duties: Qualifying specialized experience must demonstrate the following: 1) Collecting of relevant data from various internal and external sources to aide management in decisions, plans, and organizational strategies; 2) Utilizing qualitative and quantitative data methods to analyze trends, identify problems; 3) Conducting routine and non-routine data audits to ensure accuracy and relevance of systems; AND 4) Gathering statistical data of information for reports, briefings, and publications Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.
