Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. NEW MEXICO ARMY NATIONAL GUARD NATIONWIDE. This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR, is part of the NM MATES, National Guard. Responsibilities This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), SurfaceMaintenance Facility. The purpose of this position is to provide overall direction and coordination ofsubordinate work activities and functions. Participates with management officials in the planningand establishment of long-range work requirements and schedules. Serves as the highest-levelsubject matter expert in the organization for work accomplished. Work activities and functions aretypically controlled through two or more levels of supervision. The occupation and non-supervisorygrade level which best reflects the nature of the overall work operations supervised is SurfaceMaintenance Mechanic, WG-5801-11. Plans overall allocation of personnel and resources for the organization. Ensuresaccomplishment of work operations which because of their scope, volume, and complexity are planned on a year or longer basis. Analyzes work plans developed by subordinate supervisors for accomplishment of assigned work orders, projects, and the status of work accomplished. This is in relation to overall schedule requirements, including unanticipated or emergency requirements.Provides higher-level managers and/or supervisors information regarding status of work projects,budget estimates, changes in equipment, facilities, techniques, etc. Participates fully with higherlevel management officials and staff organizations to study and develop recommendationsconcerning changes in specification requirements, work techniques and standards; revisions oforganizational structures, responsibilities, and relationships; and improvement or modernization ofequipment, facility layout, and work flow. Participates in planning conferences and meetings. Explains work requirements to subordinate supervisors, sets deadlines and sequence ofoperations. Coordinates and directs the work of units supervised. Balances work load forsubordinate work groups. Analyzes production, cost and personnel utilization records, and makesadjustment in operations to correct problems. Develops quality and quantity standards. Spot checkswork operations to assure production and quality standards are met. Encourages employees toachieve goals. Recommends promotion or reassignment of subordinate supervisors and reviews personnelactions prepared by supervisors. Makes formal appraisal of supervisors' work performance andreviews employee appraisals submitted by them. Determines long-range training needs for all levelsof subordinates, submits funding and budget requests with justification for approval, and arrangesfor the accomplishment of training. Promotes and administers such programs as cost reduction,incentive awards, suggestions, and quality assurance. Ensures regulations governing safety andhousekeeping are observed with appropriate protective clothing and equipment being utilized.Assures subordinate supervisors carry out such programs as labor-management and equalopportunity. Schedules and approves leave. Ensures position descriptions are accurate and positionmanagement principles are followed. Develops and establishes the internal procedures to be followed by subordinate supervisors and to and to assure effective control and direction of the work activities, organizations, and personnel supervised. Assures appropriate production reports and administrative records are maintained. Acts on personnel problems referred by subordinate supervisors. Hears and resolves grievances and ensures proper corrective action is taken. Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for real property, installation property, MTO&E(Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and Federal regulations and policies. Ensures subordinates are trained, qualified, and equipped with proper protective equipment, environmental mediation equipment and materials. Ensures employees wear appropriate safety equipment and follow pertinent safety precautions. Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: Officer (O-3 and above), Warrant Officer (CW3) Compatible Military Assignments: 915, 919, and 90A SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. Education Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). Recruitment Incentive: Recruitment Incentives are only authorized to those considered by federal government standards as newly appointed. To be newly appointed it must be the (1) first appointment as an employee of the Federal Government; (2) An appointment of a former employee of the Federal Government following a break in Federal Government service of at least 90 days; or (3) An appointment of an individual in the Federal Government when his or her service in the Federal Government during the 90-day period immediately preceding the appointment was not in a position excluded by § 575.104 and was limited to one or more of the following: (i) A time-limited appointment in the competitive or excepted service; (ii) A non-permanent appointment in the competitive or excepted service; (iii) Employment with the government of the District of Columbia (DC) when the candidate was first appointed by the DC government on or after October 1, 1987; (iv) An appointment as an expert or consultant under 5 U.S.C. 3109 and 5 CFR part 304; (v) Employment under a provisional appointment designated under 5 CFR 316.403; (vi) Employment under an Internship Program appointment under § 213.3402(a) of this chapter; or (vii) Employment as a Senior Executive Service limited term appointee or limited emergency appointee (as defined in 5 U.S.C. 3132(a)(5) and (a)(6), respectively). Relocation Incentive: An authorized management official approves a relocation incentives paid in accordance with this volume to a current federal employee who must relocate, without a break in service, to accept a position in a different geographic area (as defined in Section 575.205(b) of Title 5, CFR) that is likely to be difficult to fill. Employee must establish a new residence in the new geographical area and maintain residency for the duration of service agreement. Employee must have a current and "Fully Successful" performance appraisal immediately prior to the move.
