GovCIO Sr. Program Analyst (Remote) in Dover, Delaware

Overview

GovCIO is currently hiring for a senior program analyst to support our client at the Department of Veterans Affairs Office of Information Technology (OIT) Health Portfolio, Scheduling Product Line. This position will be a fully remote position. Core hours of operation are Monday-Friday 8 am to 5 PM ET.

Responsibilities

We are seeking an experienced and highly motivated Sr. Program Analyst with Agile Scrum and Project management experience to join our team. The ideal candidate will have a proven track record of successfully working on projects in an Agile Scrum environment. The Sr. Program Analyst will be responsible for working on projects from initiation to closure, ensuring that project objectives and deliverables are met on time, and to the satisfaction of all stakeholders.The Sr. Program Analyst is responsible for creating, updating, coordinating, and analyzing project data, plans, and timelines, and provide suggestions on risk mitigation. The Sr. Program Analyst also works closely with team leaders to build, evaluate, and optimize project plans. The Sr. Program Analyst will participate in a cross-functional team environment in development requiring critical and lateral thinking with the ability to make sound decisions. The role is also responsible for performing Risk Management tasks that support project success. This position will report to the Product Team PMO Program Manager.

  • Plan, execute and monitor project tasks from start to finish, ensuring that they are delivered within scope, and schedule.

  • Identify, communicate, and manage project risks, issues, and dependencies, and take proactive measures to mitigate them.

  • Develop project plans, schedules, and other project documentation in accordance with VA standards and practices.

  • Use Agile Scrum methodology to manage project tasks and communicate progress to stakeholders.

  • Facilitate project meetings, ensuring that all team members are aligned and informed.

  • Ensure that project deliverables are of high quality and meet stakeholder expectations.

  • Conduct post-project evaluations and lessons learned sessions to identify areas for improvement.

  • Support client by developing, updating, and maintaining presentations and briefings, memoranda, and messages including, but not limited to, supporting tables, graphics, and figures.

  • Identify opportunities for process improvement.

  • Experience preparing technical documents such as manuals, how-to guides, and other supporting documents to communicate technical information more easily.

  • Ability to write meeting notes and collaborate with team members on notetaking.

Qualifications

Required Skills and Experience:

Education: Bachelor’s degree in business administration, Business Management, Computer Science,

Information Systems, Information Resource Management, Industrial Engineering, Operations

Research or related fields.

Experience: 8+ years (of commensurate experience)

Education substitution: 8-10 years of relevant experience may be substituted for education

  • Basic knowledge of software development lifecycle phases

  • Proficiency in the Microsoft Office Suite and MS Teams.

  • Ability to work in a production-driven environment and meet deadlines

  • Critical and lateral thinker and problem solver; ability to define and analyze problems and develop solutions.

  • Strong time management and organizational skills, with the ability to manage multiple projects and deadlines simultaneously while maintaining attention to detail; ability to prioritize several project assignments on multiple topics.

  • Strong work ethic and judgment; self-starter and lead with minimal guidance.

  • Work in a team-oriented environment and as an individual with minimal guidance.

  • Experience working on software development and deployment projects, specifically large, complex enterprise-wide system deployments.

  • Analytical and investigative skills.

  • Ability to identify and prioritize communication vehicles for various audiences.

  • Excellent verbal and written communication skills, with the ability to create compelling content for various internal and external audiences across multiple platforms.

  • Ability to translate technical information for non-technical audiences.

  • Ability to excel in a fast-paced office environment.

Preferred Skills and Experience:

  • Experience with ServiceNow

  • Agile / SAFe SDLC experience

  • Jira experience

  • Department of VA, OIT experience

Clearance Required:

  • Ability to obtain and maintain a Suitability/Public Trust clearance

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $96,000.00 - USD $102,000.00 /Yr.
