Job Description:

Under the supervision of the County Clerk and direction of the Deputy County Clerk, the Clerk III completes or participates in the completion of the following jobs. The employee in this position is expected to act independently and with minimal supervision. Jobs may be assigned to an individual or to a team and all employees are expected to perform in either environment. All employees are expected to assist, guide, and train other employees as needed to complete the job, including outside the normal County Clerk boundaries. Clerk III employees provide information and assistance to the public concerning government rules and regulations, explain agency policies, help complete forms and obtain documents as required.

Job Duties:

100% -

Answers telephone and directs caller to appropriate department or person.\ Assists with Homestead and Sales Tax refunds, Wildlife and Parks License, moving permits, cereal malt beverage licenses.\ Assists with tax levies preparation.\ Assists with the July and November Abstract Certifications.\ Composes and maintains minutes of County Commission meetings.\ Corrects property owners address in computer software.\ Creates any forms necessary for county business.\ Enters data and information on computer.\ Handles highly confidential information.\ Maintains accurate voter registration rolls, sending letters and notices, researching records.\ Maintains name and address records of real property owners in tax roll database.\ Maintains tax unit boundary certification.\ Maintains voter precinct information.\ Maintains files in an orderly accessible manner.\ Maintains Resolution Files and Index.\ Maintains various logs and recording sheets and departmental files.\ Prepares annual Statement of Bonded Indebtedness and send to the state.\ Prepares renewal information for cereal malt beverage applications.\ Prepares responses for open records requests.\ Publishes official notices in the newspaper and provide copies to appropriate parties.

Receives and sorts mail daily.\ Receives reports and disseminates information to appropriate personnel.\ Recruits, assigns, and trains election poll workers.\ Supports Township Officials and Watersheds with budgets and annual reports.\ Types and files correspondences, reports and records.\ Verifies voter signatures on petitions and ballots.\ Performs other duties as deemed necessary or as required.

Knowledge, Skills and Abilities:

Clerk III -

Ability to analyze information and prepare reports.\ Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.\ Ability to calculate figures and amounts such as discounts, interest.\ Ability to deal with problems involving several concrete variables in standardized situations.\ Ability to operate a computer, typewriter, calculator and other related office equipment.\ Ability to read and interpret documents such as State of Kansas guidelines, regulations, and applicable statutes, operating and maintenance instructions, and procedure manuals.\ Ability to receive, interpret and follow oral and/or written instructions.\ Ability to reliably and predictably carry out duties.\ Ability to speak effectively before groups of customers or employees of an organization.\ Ability to write routine reports and correspondence.\ Knowledge of business English, proofreading, office practices and procedures, accounting procedures, computer applications and report programs.
