Must be a UK Citizen with an existing unbroken residency of more than 5 years in the UK or hold an existing SC security clearance.

Qualifications, Experience and Skills

The Technical Officer must be of technical status and have relevant post qualification experience.

  • Technical – Minimum HND in Construction related discipline, together with proven relevant experience.

  • Practical quantifiable experience in all aspects of Building and Civil engineering installations.

  • Experience in all aspects of construction site management.

  • Hold valid DE certification of relevant discipline.

  • Hold a valid (3-day standard) First Aid certificate.

  • MOD/DIO approved Authorised Person, , as per JSP 375 Volume 3.

  • Experience of Managing Sub-Contractors on UK MOD estates on deployed operations.

    Core Responsibilities and Duties

  • Produce contracts, designs and specifications for building & construction works and managing project risk.

  • Site specifics – determining material specifications; material laydown; competency of operatives; ensure installation works are in accordance with industry standards/manufacturers.

  • Spearheading delivery of Building and Construction projects; responsible for HSE and notifiable CDM 2015 tasks.

  • Integral link to all stakeholders keeping a clear and transparent communication to all stakeholders involved in the relevant projects.

  • Responsible for Ordered works design and delivery on four Ministry of Defence (MOD) sites; Iraq, Oman, UAE & Bahrain.

  • Regular site inspections to ensure quality control, value for money and high standards of safety are delivered.

  • Prepare estimates of costs within contracted timescales.

  • Prepare Option Studies.

  • Monitor and keep accurate records of progress on site tasks.

  • Ensure specifications are up to date and meet current legislative standards.

  • Identifying technical problems, investigating the causes of defects, and overseeing repairs.

  • Manage personnel, equipment and resources and act as a project, production, or as site Manager for all allocated tasks.

  • Conduct AOS inspections (PQC, AM2 and Asphalt)

  • Develop new works proposals.

  • Conduct technical building inspections Theatre wide.

  • Interpret design regulations.

  • Undertake inspections including airfield pavement surveys.

  • Use commercial software for design, planning and report writing.

  • Advise on building and civil engineering problems.

  • Brief staff on building and civil engineering matters.

  • Recommend new works requirements to the client.

  • Advise on construction health, safety, and environmental matters.

  • Supervise all site surveys and new works tasks.

  • Attend and/or run planning meetings.

  • Assume sole design responsibility for building and civil engineering layouts.

  • Assist in designing mechanical and electrical engineering elements.

  • Assist in the preparation of tender documents.

  • Supervise design drawing production.

  • Produce design drawings.

  • Write specifications.

  • Liaise with client, contractors, and authorities.

  • Attend and / or run Planning Meetings.

  • Carry out essential administration, including records, budgets, and accounts.

  • Work collaboratively with all departments and deliver results to tight deadlines.

  • Champion a positive Health and Safety culture on all tasks and ensure that all sub-contractors follow all aspects of HSE legislation.

  • Produce bills of quantities, stores, and materials lists.

  • Estimate labour and equipment requirements.

  • Liaise closely with mechanical and electrical disciplines.

  • Process new work requests.

  • Check building and civil engineering designs.

  • Control and update site records, as-built drawings, documents etc.

  • Advise and liaise with project clients.
