Must be a UK Citizen with an existing unbroken residency of more than 5 years in the UK or hold an existing security clearance.

Qualifications, Experience and Skills

The Technical Officer must be of technical status and have relevant post qualification experience.

  • Technical – Minimum HND in Electrical Engineering or Building Services Engineering together with proven relevant experience.

  • Qualified to 18th Edition IEE Wiring Regulations

  • Practical quantifiable experience in all aspects of Electrical installations

  • Experience in all aspects of construction site management

  • Hold valid DE certification of relevant discipline

  • Hold a valid (3-day standard) First Aid certificate

  • MOD/DIO approved Authorised Person.

  • Hold an Authorised Person appointment in a Mechanical or Electrical discipline, as per JSP 375 Volume 3.

    Core Responsibilities and Duties

  • Produce contracts, designs and specifications for mechanical and electrical construction works and managing project risk.

  • Site specifics – determining material specifications; material laydown; competency of operatives; ensure installation works are in accordance with industry standards/manufacturers site installation recommendations.

  • Spearheading delivery of mechanical & electrical projects; responsible for HSE and notifiable CDM 2015 tasks.

  • Integral link to all stakeholders keeping a clear and transparent communication to all stakeholders involved in the relevant projects.

  • Responsible for overseeing all QC & QA matters arising throughout project life cycle.

  • Responsible for Ordered works design and delivery on four Ministry of Defence (MOD) sites; Iraq, Oman, UAE & Bahrain.

  • Ensure safe systems of work are being carried out.

  • Regular site inspections to ensure quality control, value for money and high standards of safety are delivered.

  • Monitor and keep accurate records of progress on site tasks.

  • Ensure specifications are up to date and meet current legislative standards.

  • Identifying technical problems, investigating the causes of defects, and overseeing repairs.

  • Manage personnel, equipment and resources and act as a project, production, or as site Manager for all allocated tasks.

  • Prepare estimates of cost within contracted timescales.

  • Prepare Option Studies.

  • Conduct technical inspections contract wide.

  • Undertake inspections including electrical system surveys.

  • Advise on Mechanical and Electrical engineering problems.

  • Use commercial software for design, planning and report writing.

  • Advise on construction health, safety and environmental matters.

  • Produce bills of quantities, stores and materials lists.

  • Plan for Health and Safety and notifiable CDM 2015 tasks.

  • Control and update site records, as-built drawings, documents etc.

  • Advise and liaise with project clients.

  • Liaise closely with building and civil engineering disciplines.

  • Liaise with client, contractors and authorities.

  • Produce design drawings & write specifications.

  • Supervise design drawing production.

  • Assist in the preparation of tender documents.

  • Assume sole design responsibility for Mechanical and Electrical engineering layouts.

  • Attend and / or run planning meetings.

  • Attends all client meetings as department representative whilst the New Works Manager is off site.

  • Attends Employer, Management / Project conference calls in the absence of New Works Manager when required.

  • Carry out essential administration, including records, budgets, and accounts.

  • Work collaboratively with all departments and deliver results to tight deadlines.

  • Champion a positive Health and Safety culture on all tasks and ensure that all sub-contractors follow all aspects of HSE legislation.
