Job Description:

The successful candidate will support the delivery of the Department of Veterans Affairs (VA) Supply Chain Modernization (SCM) with a focus on identifying, assessing, and mitigating risks throughout the supply chain. These efforts would include developing and implementing risk management solutions, assisting the leadership team in documenting contingency action plans for high-risk distributors, and conducting formula-based supplier reviews on a cyclic basis. This would also include collecting and analyzing data from databases, web-based sources and tools, industry reports, public information, and/or internal sources to support risk management strategies. The Supply Chain Risk Management (SCRM) Technical Consultant will have experience with projects that are developed and implemented in phases over a span of months or even years. The candidate will work closely with other supply chain professionals, business units, and cross-functional teams to ensure risk awareness and management are at the forefront of decision making. The SCM solution will be focused on the Veterans Health Administration (VHA) where supply chain is critical to providing Veterans with the health benefits they have earned through their military service. This role supports all operational facets of SCM that are GDIT facing to meet the functional requirements unique to VA, VHA, Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA). The SCM managed service solution will include customer success factors, service level agreements, and quality thresholds for continuous monitoring and reporting.

This candidate will support a team of highly qualified supply chain technical consultants (data management, inventory management, order management, asset management, warehouse management, facilities management, risk management) to guide the VA with a successful supply chain experience. Upon task order award, the SCRM Technical Consultant will collaborate with the Lead Technical Consultant, Lead Functional Consultant, Lead Architect, and SCRUM Teams across the program to support all aspects of risk management program delivery for SCM. The ideal candidate will possess strong knowledge of risk management, supply chain operations, Enterprise Resources Planning (ERP), network strategy (warehousing and logistics); and have considerable experience supporting and delivering risk management technical solutions for private sector organizations, federal government, and/or healthcare systems.

Duties and responsibilities will include, but are not limited to:

  • Develop mitigation strategies to combat threats whether presented by the supplier, the supplier’s product, product subcomponents, or the supply chain itself.

  • Translate data into valuable insights for operational decision-making and strategic planning across the supplier portfolio.

  • Monitor the maintenance and continuing development of tools, metrics, and processes to guide the SCRM teams work and drive continuous improvement.

  • Continuously conduct research, monitor events, understand market conditions, and report findings related to potential supply chain disruptions along with mitigation recommendations.

  • Analyze risk assessment to identify critical system dependencies and prepare reports, dashboards, and graphic illustrations of findings.

  • Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance.

Minimum Requirements:

  • Bachelor’s degree in business related field such as Supply Chain Management, Risk Management, or a related scientific or technical discipline with at least 10+ years of experience.

  • At least 3+ years of experience in supply chain management or healthcare assessing risk.

  • Demonstrated experience in technical risk management position supporting the implementation, modernization, or upgrade of a major supply chain, logistics, healthcare delivery utilizing software products such as Exiger or Infor.

  • Demonstrated experience in building comprehensive data models that allow for data interoperability between datasets.

  • Excellent research and analytical skills with the ability to synthesize complex information from multiple sources.

  • Must demonstrate critical thinking skills to resolve operational issues and identify risks and mitigation.

  • Must have outstanding written and verbal communication skills with the ability to present business leaders.

  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting.

Desired Qualifications:

  • Strong knowledge of VA OIT enterprise logistics and supply chain information technology systems is preferred.

  • Experience with technology solutions from leading vendors; experience within VA enterprise infrastructure is preferred.

  • Experience with logistics, warehousing, or supply chain systems and/or health care systems.

  • Active VA access including assigned CAG and PIV
