Oneida Technical Solutions Cyber Operations & Strategic Planner in Fort Belvoir, Virginia

We are bidding on a contract to provide Engineering and Technical Support to the U.S. Army Cyber Command (ARCYBER), Technical Warfare Center (TWC), FGGA, GA Cyber Center, Ft Belvoir, VA. This contract will be providing Engineering and Technical assistance for Industry Engagement; Capabilities development, Cloud architecture/planning, Risk Management Framework (RMF), Network Engineering, and Data Sciences, Architects & Analytics, Strategic Planning methodologies in support of planning and execution of ARCYBER's next-generation capabilities and tools that enhance the effectiveness and efficiency of the ARCYBER operations. Knowledge of Technology Transition and Transfer programs and acquisition planning and execution. Services required across functional areas include but are not limited to: Capabilities Development, Industry Engagement; Cloud administration, Architect and Software Engineering, Risk Management Framework (RMF) Engineering, Data Engineering and Data Science, Program/Project Management, Data Analytic, Knowledge Management, Engineering and System Analyst/Configuration Management.

This opportunity is contingent upon successful contract award to Oneida Technical Solutions.

We are seeking a Cyber Operations & Strategic Planner to join this long-term contract upon award.

The individual selected for this role will provide complex program management, management consulting, Vendor Engagement, Technology assessment and engineering, professional services for complex system of systems architectures operating across multiple branches and operational theatres supporting National, Joint, and Tactical level Cyber, Intelligence Operations/Support to Cyber and Information Operations.

The services provided will include technology assessment, baseline improvement, modernization efforts, and technology insertion. The professional services will assist in maintaining the ARCYBER operational readiness for systems and capabilities deployed to various Army units and DoD programs. Travel in support of this TO is also anticipated to attend conferences, tradeshows, workshops, and seminars.

Job duties include:

  • Provide mission support and coordination for external agencies to include CYBERCOM, the Intel Community, Army Cyber Command (ARCYBER) and others on CYBER Capabilities/Intel to include Intel support to CYBER and information Operations.

  • Establish a technology capability incubation process to foster emerging capabilities for the CYBER, intelligence analyst and Information Operations Analyst.

  • Help with Evaluating technologies through an established maturity evaluation model to provide stakeholders with recommendations on insertion into the core program of record software baseline.

  • Provide Technical Reports that may include software performance metrics and results.

  • Works across the Department of Defense, other government agencies, academia, and commercial entities to assess and facilitate complex cyber requirements and integrate capabilities. Facilitates the communication of lessons learned.

  • Identifies and helps to manage outreach and event opportunities across ARCYBER to strategically place the Command when and where it needs to be for maximum awareness and visibility.

  • Works with STRATCOM TEAM and PAO to improve communication with industry and Academia regarding acquisition objectives and events.

  • Key member for planning, coordinating, and implementing a variety of special events and functions associated with high-ranking civilian officials, general officers, industry leaders, academia and media.

  • Coordinates, develops, and helps with strategic communications planning and execution at the General Officer and Senior Executive Service level. Schedules and coordinates visits and activities of leadership at various engagements and conferences. Helps preparatory briefings and presentations to leadership,

  • Maintains a vast professional sources of contacts in order to effectively engage science, industry, members of academia, DoD and national laboratories, outside government agencies and other organizations as appropriate.

  • Supports in researching opportunities for the organization to selectively engage key stakeholders and advocates via speaking engagements, conferences, symposiums and exhibitions

*Qualified candidates for this role must possess a TOP SECRET security clearance and be immediately eligible for nomination to receive Special Compartmented Information (SCI) access.

Must be able to complete a Counterintelligence (CI) Polygraph and obtain MEAD NSA facility access and security clearance requirements upon request.
