Description of Work Unit

The Colorado State University Department of Athletics sponsors 16 men’s and women’s intercollegiate sports and competes as a member of the NCAA Division I- FBS and the Mountain West Conference. The University is located in Fort Collins, Colorado, 65 miles north of Denver. Position Summary

The HR Manager and Business Coordinator will oversee the Human Resources component for Athletics (including, but not limited to onboarding, assignment management, professional development, conflict resolution and employee advising, equal opportunity coordination, supplemental payments, bonus payments, taxable benefits, TimeClock Plus approver, TMS /Oracle oversight). Additionally, this position will work on higher level financial tasks (including, but not limited to, purchase requisitions, internal orders and transfers, monthly and year-end reporting) insuring they are appropriately and properly processed and recorded in compliance with Generally Accepted Accounting Principles ( GAAP ). This position works with the Associate Athletic Director for Business Operations and the Deputy Athletic Director/ COO to ensure adequate internal controls are installed and that substantiating documentation meets or exceeds internal and external audits.

Required Job Qualifications

  • Bachelor’s degree required, preferably in business, finance, accounting, sports administration, economics, marketing, management, human resources or any other field related to duties and responsibilities

  • 5 years of progressive professional work experience, preferably in the areas of Human Resource functions or business operations

  • Previous experience working in intercollegiate athletics or professional sports

  • Strong computer skills, especially Microsoft Excel and Word

  • Proven ability as a self-starter and problem solver

  • Excellent verbal and written communication skills

  • Ability to multi-task and meet deadlines

  • Ability to interpret and analyze data

  • Ability to manage multiple priorities, prioritize tasks and meet deadlines

  • Excellent time management skills

  • Knowledge of appropriate University/state fiscal rules and regulation

  • Knowledge of appropriate NCAA and conference rules/regulations

    Preferred Job Qualifications

  • Advanced degree or certification. Including masters degree in business, finance, accounting, sports administration, economics, marketing, management, human resources or other field related to duties and responsibilities or Juris Doctor, CPA , CMA , SPHR , PHR .

  • Experience with Human Resource elements including but not limited to conflict resolution and employee advising, talent acquisition and management, employee onboarding, and record retention

  • Experience in budget oversight, fiscal policy, financial oversight

  • Experience with state and university financial aid processes, rules, and regulations

  • Previous experience working in intercollegiate athletics at the NCAA Division 1 Football Bowl Subdivision level

  • Previous experience supervising full time employees.

  • Experience with Kuali Financial System or comparable automated accounting systems.

  • Experience with Oracle, Talent Management System or comparable systems human resource and talent acquisition systems.

Essential Duties

Duty/Responsibility

  • Serve as HR Liaison for Athletic Department,

  • Serve as Athletic Department Equal Opportunity Coordinator

  • Maintain Full-Time Administrative Professional (Admin Pro) and State Classified assignments in Talent Management System and Oracle HR for all Athletic Department employees (approximately 145)

  • Onboard and maintain all Athletic Department administrative professional, state classified employees

  • Oversee student and hourly worker programs. Including the onboarding process and approval of the biweekly hour payroll process in TimeClock Plus ( TCP )

  • Supervise salary payroll; initiate supplemental payments, bonus payments and mid-year salary increases; maintain sick and annual leave approval process and records

  • Supervise and administer the CSU search process for all department postings from initial posting, semifinalist/finalist interviews, recommendation for hire, and hiring proposal.

  • Author job descriptions in partnership with Athletic Department offices and units for classification and salary range approval by Central University Human Resources.

  • Facilitate unit reorganizations and required job description modifications including working title, required job qualifications and essential job duties

  • Under the direction of University Central Human Resources, work with supervisors and employees in instances of conflict resolution, escalating situations to Central HR experts when appropriate

  • Oversee the department annual review process

  • Manage day-to-day activity of the Athletics Business Office

  • Assist in the construction and oversight of budgets for 16 NCAA sports and related units (equipment, communications, marketing, development, sports performance, etc.)

  • Manage the department cell phone program through Verizon Wireless and Wireless Watchdogs

  • Supervise business activity, staffing, and end of year reconciliation for department sports camps.

  • Assist in the preparation of annual NCAA and Colorado State University System audits

  • Assist in the preparation and processing of the fiscal year end close

  • Manage game/contest agreements including preparation, review, and signature routing.

  • Work with CSU Procurement services to create purchase orders in compliance with State and University purchasing policies. Initiating the RFP bid processes when necessary.

  • Supervise Athletics Business Office team members totaling 2-3 FTE direct reports including career development, employee support, and performance evaluation.

  • Ensure that all financial and human resources records are thoroughly documented and that proper files are maintained in accordance with the University’s record retention policies

  • Execute all activities while complying with NCAA Regulations, State of Colorado and Federal laws, Colorado State University fiscal policy, and Generally Accepted Accounting Principles.

  • Maintain a comprehensive working knowledge of NCAA rules and regulations while actively participating in developing a culture of compliance.
