INTERNAL AGENCY OPPORTUNITY

This position requires you to work on site at one of our facilities located throughout Broward County.

DESCRIPTION OF DUTIES

This is a professional position responsible for the operations of the Agency's Environmental cashiering functions. The incumbent is an Administrator for EHDB and N.I.C system (credit card terminals)

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees

or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Ensures staff maintains the client accounts and complete entries into the Environmental Health Database system (EHDB); Ensures the collection of all client environmental fees for permits and licenses; as well as collection of medical payments made at the FLHC; Ensures the security, custody and maintenance of internal control over negotiable and liquid funds .

In coordination with Environmental Health staff prepares monthly reinspection reports to be billed in EHDB. Oversees the billing, printing, and mailing of monthly reinspection invoices.

Responds to all inquiries regarding past payments made, current balances and billing errors.

Ensures the mailing of letters to clients for collection of unpaid balances. Coordinates with Environmental staff on collection progress for delinquent accounts. Represents DOH-Broward in legal cases presented to the Sanitary Control Board; researches violations of EH permits and notifies Legal when payments are received; calculates fees and billings for all new Environmental facilities and other required fees such as Sanitary Board and Consent Order fines.

Ensures the receiving of funds, logs made to record funds received, data input to the EHDB system, the accuracy of coding of all data to properly reflect the services rendered and funds received and the running and/or preparation of management reports. The incumbent is expected to exercise independent judgment when dealing with client complaints and in the maintenance of cooperative relations with environmental health staffs.

Ensures daily receipts are deposited in accordance with State of Florida prompt deposits policies, reconcile FLA IR revenue reports to the applicable reports, complete reports on monthly receipt activities by service, maintains current fee schedules, handles, and initiates collection procedures on items returned unpaid from the banking system.

The incumbent receives all checks for DOH-Broward, except Vital Statistics, and is responsible for ensuring that they are restrictively endorsed and scanned into the OPTIX system for electronic storage and future retrieval. The incumbent enters FLAIR coding and produces a mail log. This position keeps current with respect to object codes, organization codes and contract data.

Initiates the procedure for processing refunds by gathering proof of initial payment made to the agency.

Responsible for maintaining database log, contacting clients and collection of funds for bounced checks written to the agency.

Gather and send proof of authorization to Merchant Services for credit card chargebacks.

Provide Accounts Payables with monthly net revenues report from N.I.C system.

The incumbent is responsible for auditing transactions input by staff in the EHDB system for quality control.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency.

  • Current employee of Florida Department of Health employees, includes OPS, Career Service, SES or SMS employees.

  • Experience billing, recording payments and data entry.

  • Work experience of cashiering experience.

  • Experience working as Supervisor with direct reports

  • Experience conducting training regarding data entry, recording services, and billing.

    PREFERRED QUALIFICATIONS

  • Experience writing procedures.

  • Bachelor’s degree in Business, Health Administration or a related field from an accredited college or university.

  • A minimum of ten years billing, recording payments and data entry.

  • Five or more years of cashiering experience.

  • Data analytics experience running productivity and financial reports
